Description
NOTICE OF INTENT TO SOLE SOURCE TO ADVANTAGE ELECTRONIC PRODUCT DEVELOPMENT, INC. The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a sole source basis with Advantage Electronic Product Development, Inc., Broomfield, CO, under the authority of FAR 13.106-1(b) Soliciting From a Single Source for Ground Potential Rise (GPR) Monitors with the following specifications: • The ground potential rise (GPR) monitor shall be a Ground Hound Monitor or equal • The GPR monitor shall detect and alarm transmission line work site GPR RMS voltages. • The GPR monitor shall detect GPR voltages ranging from 10 to 20,000 volts RMS. • The GPR monitor shall be portable and ruggedized for outdoor use. • The GPR monitor shall be dust tight and weather proof. • The GPR monitor shall weigh less than or equal to 50 pounds. • The GPR monitor shall have a battery capacity of 48 hours or greater. • The GPR monitor shall have data logging ability including the ability to store GPR data values, and store GPR alarm values. For crew safety, and safety data analysis, the GPR data logging shall include both steady state and transient GPR voltage recording and data logging. The data logging shall have date and time stamping. • The GPR monitor shall be capable of providing remote tactile (vibrate) and visual alarms of GPR voltage hazards. • The remote alarming shall be performed wirelessly, using ZigBee communication protocol from the GPR monitor to at least one smart phone device. • The remote wireless link shall allow the use of standard smart phones, and a custom smart phone application, that will cause the smart phone to vibrate and provide visual cues to any person in possession of the smart phone. • The wireless range between the GPR monitor and the smart phone shall be 300 feet or greater. Based on market research, WAPA has not identified any other sources that can provide the required products. If WAPA identifies no other capable sources by April 14, 2014, WAPA will issue a firm-fixed price purchase order on or about April 15, 2014 to Advantage Electronic Product Development. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to Kadra Martz at martz@wapa.gov.
