- Notice of Intent. The U.S. Department of Agriculture, ARS, Stoneville, Mississippi, intends to award a sole source procurement to Cottonscope Pty Ltd, A.B.N. 30 140 794 921, 13 Willcock Street, Ardross, Western Australia 6153, for a commercial Cottonscope water-based polarized light microscopy instrument to measure cotton fiber maturity, fineness, and ribbon width, as they are the sole source for this instrument. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The instrument is located at the USDA, ARS, MSA, SRRC, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The agreement includes the Cottonscope instrument plus accessories such as guillotine cutter (with brush and tweezers), digital scales (with snippet tray, cables, power adapter), calibration samples, low foam detergent (Terric 169), notebook computer (with Windows 7, Microsoft and Cottonscope software), international adaptor and 6 way power board, and instruction manual. In addition, the purchase includes a two year no charge software and hardware upgrades/warranty. SRRC has a Cottonscope in use, and the new instrument must match the present instrument in results, capabilities, and operation. Service must maintain and not invalidate the Cottonscope warranty for all equipment presently at SRRC and covered under the contract. The Government intends to award a firm fixed price Purchase Order on or about April 18, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, April 17, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
