- SYNOPSIS for Sole Source SEA Tel 1.5 Ku-Band TX/RX Stabilized Antenna Systems The Performance Assessment (PA) Department of the Naval Surface Warfare Center Corona Division is to procure two (2) SEA Tel 1.5 Ku-Band TX/RX Stabilized Antenna Systems for the MDA upgrade and CSSQT to support at sea test events aboard US Navy ships. The KU-Band system provides voice communications and transfers Aegis Weapons System (AWS) data to shore-based teams located at NSWC Corona and at range sites for near real-time analysis. The 7.3m Ku-band antenna is a key component of the Ground station, which provides secure voice communications and high speed data transferring capability for transferring Aegis Weapons System (AWS) data to shore-based teams located at NSWC Corona and at range sites for near real-time analysis. The antenna system also provides reliable and secure communications between ships, Ranges Ops and Analysis support sites. This communication capability is used by the test conductor to coordinate operations with the test ship during events and for Hot Wash-Up and Quick-Look Brief (QLB) discussions between analysts, test team, and ship's crew. GDSATCOM is the only vendor who can meet the agency's technical requirements for the 7.3m Cassegrain Ku-band Antenna System. The cost associated with a new model number would not be recouped as a result of a competitive procurement and are not in the government's best interest. No additional units are anticipated, as this buy will complete the inventory objective. The Government intends to award a sole-source, firm fixed price contract to General Dynamics SATCOM Technologies, 2600 N. Longview Street, Kilgore, TX 75662. This requirement will be awarded on a sole-source basis in accordance with the statutory authority 10 U. S. C. 2304 (c)(1) as implemented by FAR Part 6.302-1(c). This procurement is for commercial items in accordance with FAR Part 12. The associated NAICS Classification is 334220 and the size standard is 750 employees. No solicitation will be issued but responsible sources may submit a capability statement, proposal, quotation or requests for information to Kimberly Mallard at kimberly.mallard@navy.mil or interested parties may inquire by phone at (951) 273-5297. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
