Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - 2 APRIL 2014 - The US Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to negotiate solely as prescribed in the Federal Acquisition Regulation (FAR) Part 6.302-1, with Thermo Electron North America LLC, 1400 N. Point Parkway, Suite 10, West Palm Beach, FL 33407-1976. The contractor shall provide maintenance and repair services for mass spectrometers and associated components. The parts and processes associated with maintaining the instruments are proprietary to the manufacturer. The following services are in support of the Edgewood Chemical Biological Center (ECBC), Physical Properties & Analytical Chemistry Team located in the Edgewood Area or Aberdeen Proving Ground. CLIN 0001: Preventative Maintenance & Instrument Service The services being procured are for yearly, on-site preventative maintenance and instrument service for all the equipment specified in Attachment 1, Equipment List. The contractor shall perform all maintenance and repairs necessary to keep the units described in the equipment list in original equipment manufacturers operating condition. The contractor shall also provide software upgrades, on-line technical support and telephone assistance to resolve technical issues. Finally, the contractor shall provide unlimited on-site visits for customer support when requested by the Contracting Officer's Representative (COR). The contractor shall perform remedial maintenance (repairs) after notification that equipment is inoperative. CLIN 0002: Accounting for Contract Services Cost for Providing Accounting for Contract Services - ACC-APG 5152.237-4900, Accounting for Contract Services Requirement, has been added to the statement of work, and the contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. The cost, if any, for providing this data shall be entered into the space provided at this CLIN. If no direct cost is associated with providing the data, enter quote mark No Cost quote mark. Instructions, including the Contractor and Subcontractor User Guides, are available at the CMRA (Contractor Manpower Reporting Application) website at: https://cmra.army.mil. For further assistance, email the CMRA Help Desk at contractormanpower@hqda.army.mil. The Government intends to award a firm-fixed price sole source contract to Thermo Electron for a base and two option years. In accordance with FAR Part 17.2, the Government reserves the right to include option years within the contract. The option years will be executed at the contract officer's discretion. The North American Industry Classification System (NAICS) for this requirement is 811219 and the size standard is $19.0 million. All responses received within ten (10) days after date of publication of this notice will be considered by Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Standard Time, 15 April 2014, to the point of contact listed below.
