02 April 2014- This Notice is amended to answer questions received from interested parties. Question 1: Has the RFP really changed to quote mark provide and install 4 each, 25 ton packaged air conditioning units for connection to contractor provided Radome quote mark these are very large units. Will there be sufficient space on the existing concrete pads to accommodate these large units? Answer: Reference RadomeSOW.pdf paragraph 1.0 quote mark.....The existing site currently has a radome with foundations for the radome and air conditioning units. quote mark Reference METAFWETRadomeSpec.pdf for as built drawings. Question 2: Since there are no requirements in the criteria for the award, that the radome must comply with the SOW, Radome Specification (RadomeSpecAs-Builts file) or Radome Special Technical Requirements, is it correct that these documents are for reference only? Question 3: Should the answer to Question 1 be quote mark No quote mark and the documents of Question 1 have more meaning than just reference documents, please state where and how these documents are to be used by the Army Corps in the source selection for the award? Because of the proposal specific requirements, how would the Army Corps even know if these documents were used at all in making any source selection? Question 4: Since there are no requirements in the criteria for the award that requires the manufacturer of the radome within the technical proposal to state what they intend to actually deliver, what are the deliverable radome specifications, and what are table of compliances and discrepancies, is it correct that the definition of the radome deliverable under Volume 2 Price Proposal CLIN 0001 Radome is the only requirement for the radome? If the answer is quote mark Yes or No quote mark, is it true that under the definition of Price Proposal CLIN 0001 Radome that Army Corps itself has designed the radome and accessory equipment and therefore the definition of radome deliverable as defined in CLIN 0001 Radome is the only concern of the bidder? If the answer is quote mark No quote mark, how would the Army Corps even know what is actually being proposed for delivery even to adjudicate proposals and make an award? Answer to questions 2, 3 and 4: Paragraph 1.0, specifically 1.1.1, states the specifications of the required items. The contractor is required to meet the specifications in the solicitation. 31 March 2014- This Notice is amended to include the Special Technical Requirements and Special Clauses Attachment, that was not uploaded in the original notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Air Force has requested the Transatlantic Middle East District (TAM) to procure a vendor that will furnish, install, and test a Radome at their facilities located at Al Udeid Air Base, Qatar. The work site currently has an existing Radome and associated foundation. The existing Radome will be de-installed under a different contract prior to the start of this project. The foundation will remain in place and shall be used as the foundation for the new Radome. The period of performance is approximately 330 days. Prospective Offerors shall submit contracting and technical inquiries and questions concerning this combined synopsis/solicitation to the Contracting Officer and the Contract Specialist.
