Description
The purpose of this posting is to revise the notice of intent by increasing the scope of the anticipated contract action to include not only the procurement of supplies and services to continue software and hardware changes necessary to improve the P-8A system based on the outcomes from prior testing and operational use, but also the procurement of supplies and services to: (1) support test operations on all P-8A test aircraft, the Patuxent River System Integration Laboratory (PAXSIL), and associated support equipment; (2) modify all P-8A test aircraft and the PAXSIL to attain and retain production representativeness; and (3) maintain and provide all logistical support for the maintenance of all P-8A test aircraft, the PAXSIL, and associated support equipment and spares. The revised notice of intent is as follows: This is a notice of intent to negotiate a cost-reimbursement type contract action with The Boeing Company, P.O. Box 3707, 7755 E Marginal Way, Seattle, WA 98124-2499 on an other than full and open competitive basis, for the procurement of supplies and services to continue software and hardware changes that are outside of the scope of the current contract. These software and hardware changes are necessary to improve the P-8A system based on the outcomes from prior testing and operational use. Each change includes researching, developing, testing, evaluating, and implementing the change to the aircraft hardware and software configuration. In addition, the contract action is planned to procure supplies and services to: (1) support test operations on all P-8A test aircraft, the Patuxent River System Integration Laboratory (PAXSIL), and associated support equipment; (2) modify all P-8A test aircraft and the PAXSIL to attain and retain production representativeness; and (3) maintain and provide all logistical support for the maintenance of all P-8A test aircraft, the PAXSIL, and associated support equipment and spares. The planned period of performance is from 1 January 2015 through 31 December 2016. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A SDD team, consisting of the Boeing Commercial Airplanes (BCA) and Integrated Development Systems (IDS) Divisions is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A SDD airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail, or facsimile to the attention of Sarah Hartzer using the contact information provided in this synopsis.
