Description
JUST IFICATION ANO APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Acti vity:Department of Veterans Affairs Office of Acquisition Operations Techno logy Acquisition Center 23 Christopher Way Eatontown, NJ 07724 2.Description of Act i on: The proposed action is for a two (2) month, Firm-Fixed-Price modification to contract VA 11B-11-0-1012. The purpose of the modification is to extend services for the development and implementation of Data Management Architecture Services (DMAS) program efforts based on VA business line requirements. These services are currently being provided under contract number VA 118-11-0-1012. 3.Description of Supplies or Services: The DMAS program provides continued development support of the current and ongoing DMAS development efforts supported by Data Management Services (OMS). The DMAS Veteran Information Management (VIM) program effort includes the highest of the seventeen VA Major Initiatives (MI's) identified by the Office of the Secretary; the development of the integrated Electronic Health Record (iEHR). The information stored by iEHR will be shared and provided across VA business lines. The data that may be captured, the methods used or the organization s to which data are provided throughout VA are endless. The total estimated price for this proposed modification is $618,064.88. 4.Statutory Authority: The statutory authority permitting other than full and open competition is FAR 16.505(b)(2)(i)(B) "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. 5.Rationale Supporting Use of Authority Cited Above: The task order for the current support services was awarded to Science Application International Corporation (SAIC) on April 30, 2012. The aforementioned services are required for an additional two (2) months in order to provide seamless support while a competitive procurement is solicited and awarded. The DMAS program efforts are extremely complex in nature. The knowledge and expertise provided by the contractor resources must be constant. Resource and contractual changes require new learning curves. If the relational models, canonical models, interfaces, and the capture of data in motion were compromised in any way, the negative effect would directly impact the veterans, their families and related benefits providers that receive veteran related payments. The development effort is continuing to grow, as there are numerous veteran related applications that may be accessed or be included within a DMAS program effort. A continuity of knowledge and expertise must be maintained to avoid faulty or compromised data to ensure the Veteran, Veterans Administration or DOD are not jeopardized. DOD receives veteran related data for both military and active duty, as well as discharged military. The proposed action will allow DMAS to receive the support required to allow time to secure funding, create, solicit, and award a long-term task order under T4, supporting not only the logical follow-on work for DMAS, but also enhanced DMAS capabilities through FY 14. 6.Efforts to Obtain Competition: Market research was completed during the competition of the initial order, and is documented in paragraph 8 below. This effort did not yield any additional potential sources that could provide the seamless support while the competitive procurement is solicited and awarded.Due to the critical need for continuity of support, there is no competition anticipated for this acquisition. 7.Action s to Increase Competition: Barriers to future competition are not anticipated. A competitive task order is anticipated to be awarded on or before May 28, 2014, and future acquisitions will be awarded on a competitive basis. 8.Market Research: Market research indicated that DMAS falls within the scope of the T4 Basic Performance Work Statement paragraphs 4.1 Program Management, Strategy, Enterprise Architecture and Planning Support; 4.2 Systems/Software Engineering; 4.4 Test & Evaluation (T&E); 4.9 Operations and Maintenance (O&M). The VA Technology Acquisition Center conducted market research by releasing a Request for Information (RFI) to all T4 vendors on December 7, 2011. This RFI yielded responses from numerous T4 vendors who were determined to be capable of providing the required services. However, current support runs out on March 31, 2014 and though market research indicates there are several contractors in the federal market place that can perform the required services, schedule constraints do not allow for a task order to be competed under T4 before the current period of performance ends. Therefore, to prevent a lapse in service, the 58-day extension will be awarded to the incumbent while the requirements for the follow-on order are finalized and an award can be made on a competitive basis on T4. 9.Other Facts: None 10.Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief. David Collins Program Manager 11.Fair and Reasonable Cost Determination: I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on cost/price analysis to include caparison of negotiated prices to the Independent Government Cost Estimate (IGCE).
