- J&A for IT Surge effort, Ops Surge effort, and IT bridge effort. As a result of post-sequestration funding Add-Backs, the TSC has been provided an opportunity to complete a number of high profile projects with one time FY14 funds. In order to successfully execute all of the available funding, these projects need to be initiated immediately. Using an incumbant FBI TSC contractor, Sotera, from 4/9/14 through 3/1/15, will allow sufficient time to complete the IT and Ops Surge efforts whereas, for another vendor to prepare a proposal, win the award (or Task Order), hire the specialized talent required, and begin performance before summer, would put the FY14 funding at-risk. The IT Surge efforts will entail 22 FTE's (Sys Engineer IV, Sys Arch II, and SME III's) suporting the TSC IT Unit for ~ 43,120 hours. The Ops Surge efforts will entail 21 FTE's (Analyst's I and II's) supporting TSC operations for ~2,760 hours. The deliverable for IT is to determine what records in a dataset provided by partner exist in the TSDB archive and the active TSDB, and if there is new information in the data provided. Also, to determine if information provided by partner affected the watchlisting status of KST. For the Ops effort, the deliverable is to review up to 250k historical TSOU log entries and to migrate relevant data to TERA. In addition, the entire Sotera contract, for IT support only, will be extended from 9/9/14-3/1/15. Currently, TSC's overall Operational and IT service requirements are supported by 2 separate contracts, each providing an element of both disciplines. It was determined to be in the best interest of the Government to consolidate TSC's Ops and IT Service requirements under separate but distinct contracts moving forward. The first one is the designated Ops project, which is currently in the evaluation stage with a projected renewal date in April 2014. The second is the designated IT project which was anticipated to be renewed by 9/8/14 when the current Sotera contract ends. However, risks of knowledge loss and the degradation of mission effectiveness likely will occur when renewing both of these contracts within 5 months of each other. This notice of intent is not a request for competitive proposals. Therefore, any responses or inquiries to this notice MUST demonstrate clear and convinving evidence that competition for the surge and bridge prios will be advantageoud to the Government.
