- The Defense Information Systems Agency (DISA), Program Executive Office, Communications (PEO-COMMS) portfolio is seeking capabilities for engineering, acquisition and programmatic support. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Program Executive Office, Communications (PEO-COMMS) is seeking information from potential sources for engineering, acquisition and programmatic support for the Communications portfolio of program offices. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1028-08-D-2015, Task Order VC02 Contract Type: CPFF Incumbent and their size: Booz Allen Hamilton, Large Method of previous acquisition: Full and open competition Manage the resources to ensure the upgrade and integration of communications assets supporting the commander-in-chief, and establishment of the agency as provider of choice for SATCOM for the department. Ensure effective and efficient application, planning, programming, budgeting and execution of portfolio resources in support of DISA's mission in concert with DoD goals and objectives. Engage with the department's senior leaders to facilitate the strategic application of those assets and services within the portfolio. Ensure consistent and cost effective program/project/services planning and execution within the portfolio. Estimated Period of Performance: 2 September 2014 through 1 September 2015 with four (4) one-year option periods. The places of performance include Ft Meade, Maryland and contractor facility, as well as travel in the Continental US and to overseas locations. REQUIRED CAPABILITIES: The Program Executive Office, Communications requires technical support, consistent with established commercial and government guidelines and standards concerning Satellite and terrestrial telecommunications systems within the United States and overseas locations. Technical support efforts will include but are not limited to managing the resources to ensure the upgrade and integration of communications assets, supporting the commander-in-chief, and establishment of the agency as provider of choice for SATCOM for the department. The contractor will provide engineering, acquisition and programmatic support to the PEO and its portfolios of subordinate programs. The contractor provides services for engineering upgrades and integration of communications assets supporting the commander-in-chief, and establishment of the agency as provider of choice for communications capabilities for the department. This ensures effective and efficient application, planning, programming, budgeting and execution of PEO COMMS portfolio resources in support of DISA's mission in concert with DoD goals and objectives. The contractor engages with the department's senior leaders to facilitate the strategic application of those assets and services within the portfolio and ensures consistent and cost effective program/project/services planning and execution within the portfolio. Qualified contractors will be required to support the following activities: Commercial Satellite Communications (COMSATCOM) Engineering and Industry Analytics: The contractor shall assist with COMSATCOM engineering, requirements analysis, analytics, cost modeling, and acquisition support to assess alternative COMSATCOM leasing arrangements and DoD COMSATCOM usage as they relate to an overarching DoD SATCOM Strategy. The contractor shall assist in data collection and examination of COMSATCOM services to recommend improvements to service offerings and cost efficiencies for the COMSATCOM community. The contractor shall develop analysis of alternatives for DoD COMSATCOM lease arrangements for DISA and have the ability to conduct user demand forecast and COMSATCOM economic modeling. The contractor shall provide analytical evaluation on DoD's procurement of COMSATCOM services including analyzing historical databases, COMSATCOM task orders, growth trends by geographic regions, and portion of leased COMSATCOM bandwidth serving specific missions of interest. Mobility: The contractor shall support the PEO-COMMS Mobility Program in areas of architecture engineering, integration, test and evaluation, information assurance (IA), security engineering, and program management support. The contractor will architect, design and engineer both the unclassified and classified services that DISA will offer to its customers. The contractor shall maintain a mobility test lab to conduct engineering, testing and evaluation of potential capabilities that will be deployed as incremental spirals. The contractor will engineer and implement a federated gateway solution for both classified and unclassified solutions. The contractor shall manage the DoD Mobility Integrated Master Schedule (IMS) with milestones across twelve DISA organizations for DISA Seniors to quickly assess risk to critical path items. The contractor shall engineer the system to satisfy NetOps Readiness checklist requirements and facilitate NetOps Readiness Review Board (NRRB) evaluations; capturing and documenting artifacts and other required documentation. The contractor shall assist in the area of Mobility IA and Security Engineering by executing an IA strategy for both the classified and unclassified systems, including the authoring of DIACAP artifacts, applying STIGs and conducting IA scans. The contractor shall assist the Mobility PMO with operational capability and technology release planning and conduct market research to develop a mobility technology roadmap. The contractor shall engineer and integrate unified capabilities into the mobility enterprise solution. United States, Central Communications (USCENTCOM) Global Broadcast System (GBS): The contractor shall provide engineering direct support to CENTCOM C6 to ensure synchronization of GBS integration, transition, and operational activities to reduce operational risk during the mandated transition of GBS to the DECCs. The contractor shall provide GBS operational cutover planning and strategic services to assist with the relationship with mission partners, the Agency directorates, and USCENTCOM Services/Components. The contractor shall assist with the services beyond the DECC transition to include knowledge and understanding of GBS processes and standards, training at USCENTCOM's Theater NetOps Center on the GBS technology, and the primary GBS architecture and alternate services (Strategic Full motion video, data services, web services, training manuals, continuity folders, and network architecture drawings) will decrease the operational risk to the war fighter. Understanding DISA's role in supporting the DOD, the DISN services provided by DISA, and the numerous organizations and command relationships within DOD, Joint Staff, Combatant Commands, Services, and Agencies is also essential. An understanding of the Joint Staff satellite requirements validation process and the ability to interpret the military services SATCOM database requirements and how they relate to Teleport is highly desired. On-site direct support in the Tampa, Florida region is required. Satellite Communications (SATCOM) Systems Engineering, Implementation, Integration, Installation, and Testing Support Requirements and PEO Technical Director / Chief Engineer Direct Support: The contractor shall support PEO synchronization of technical and acquisition analyses and develop coherent and specific recommendations. The contractor expertise needed revolves around the engineering, installation, implementation, and integration of current and future commercial and military space systems in support of the deployed warfighter. The contractor is required to have satellite and telecommunications networking experience, for both legacy and net-centric satellite communication systems. The contractor shall provide operational progress reports for the DISA Director and the broader stakeholder community and assist with analysis, strategic business alignment, cross-program synchronization, and governance to evaluate PEO projects and establish PEO-level priorities for future investments. The contractor shall assist PEO-COMMS in assessing and providing recommended changes to the DoD SATCOM strategy and technology roadmaps. The contractor expertise must include ability to access Information Assurance (IA) accreditation or reaccreditation issues specifically related to Information Assurance Vulnerability Messages (IAVM) compliance and logistics issues of operational systems to include baseline management, and transition coordination. The contractor shall analyze solutions for portfolio requirements and propose integration and sequencing of releases by working with PEO programs/project offices. The contractor shall manage Portfolio project/program requirements which include collecting, tracking, reporting, and analysis. Gateway Evolution Sustainment Branch (GESB): The contractor shall provide systems engineering and programmatic services related to research, requirements analysis, architecture development, modeling and simulations, and engineering related to Gateway SATCOM resources, networking, IA infrastructure, Gateway Consolidation, Multicast transition, DISN-TE, NetOps, and JIPM. The contractor shall identify cost, schedule, and performance risk due to configuration and scheduling disconnects across the DoD Gateways, less efficient Gateway architectures, stalled progress on Digital IF technology integration; and reduced sustainment synchronization across PEO-COMMS, and external agencies. The contractor expertise needed revolves around the engineering, installation, implementation, and integration of current and future commercial and military space systems in support of the deployed warfighter. The contractor is required to have satellite and telecommunications networking experience, for both legacy and net-centric satellite communication systems. The contractor shall assist GESB in the development and maintaining of an integrated master schedule and task identification associated with DoD Gateway activities. The contractor shall participate in relevant PEO-COMMS program WIPTs to identify future acquisition needs and requirements and develop a comprehensive program Knowledge Management strategy. The contractor shall assist the GESB in leading a SATCOM Gateway Configuration Control Working Group and WIPT activities by managing timelines, organizing meetings, and producing meeting summaries. The contractor shall have the ability to assist with Airborne ISR architecture and engineering initiatives to include Ku and Ka-band engineering specific to SOCOM ISR missions. SPECIAL REQUIREMENTS: Recommend all individuals supporting this effort be able to possess a DOD Secret clearance at time of award and selected individuals must be able to obtain and maintain a DOD Top Secret clearance within 120 days after official notification from the Contracting Officer. Furthermore, recommend Facility clearance level for the vendor should not be below Secret. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330 (Engineering Services). This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
