- Attachment 1 - Helium Specification This Sources Sought/Request for Information (RFI) notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The applicable NAICS Code is 325120 – Industrial Gas Manufacturing, which has a corresponding size standard of 1,000 employees. The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric (NOAA) 200 Granby Street, Suite 800, Norfolk, VA 23510, is seeking information from potential sources for the National Weather Service (NWS), Eastern Region (ER), for delivery of Grade B, 97.5% helium and helium cylinder rental at twelve (12) National Weather Service (NWS) Weather Forecast Offices (WFO) across the Eastern Region of the United States. The locations of the twelve (12) WFOs are as follows: 1. Blacksburg, Virgina 2. Greensboro, North Carolina 3. Charleston, South Carolina 4. Gray, Maine 5. Newport, North Carolina 6. Albany, New York 7. Wilmington, Ohio 8. Buffalo, New York 9. Moon Township, Pennsylvania 10. Chatham, Massachusetts 11. Sterling, Virginia 12. Caribou,Maine NOAA contemplates award of multiple award Blanket Purchase Agreements (BPAs) with Firm-Fixed Price provisions. The period of performance for these services is estimated to begin approximately August 26, 2014 through August 25, 2016 (2 year ordering period). Background Information: Currently, NOAA issues delivery orders with a four (4) month period of performance, against multiple award BPAs, covering all twelve (12) locations due to the unstable helium market and fluctuation of helium costs. These are firm-fixed price delivery orders with estimated quantities for Cubic Feet (CF) of helium and number of tank rentals during each four (4) month cycle. Capability Statement Objectives and Requirements: This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The NOAA-National Weather Service (NWS), Eastern Region (ER) is seeking the following information: (a) Potential Respondents shall provide capability statements that describe how they would successfully provide Helium Gas/Cylinder Rentals for the twelve (12) Weather Forecast Offices (WFO) or identify each site your firm is capable or arranging for the delivery of the helium gas/cylinder rentals in accordance with the Federal Specification BB-H-1168C dated May 9, 1977 (Attached as attachment A). (b) A statement regarding current size of the company under the North American Classification System Code (NAICS), 325120, Industrial Gas Manufacturing which has a corresponding size standard of 1,000 employees. The applicable NAICS of 325120 must be included in the vendor's NAICS listing within the System for Award Management (SAM) for NOAA to verify your size status. (c) Potential Respondents shall describe the manner in which these services are typically derived and charged for these type services. Charges cannot be based on cost plus a percentage of cost. Ideally, the Government is considering the potential to award a Firm-Fixed Price (FFP) contract using a firm fixed price per Cubic Feet (estimated quantities based on historical costs); firm fixed-price per helium cylinder rental (sizes from 200 CF to 300 CF) and the firm-fixed price for all other direct charges per delivery. All response and response contents to this RFI will be considered information only and will not be binding on the parties.
