- The Department of Veterans Affairs intends to negotiate a sole source contract with Quest Medical, Inc. to purchase a Cardioplegia Delivery System. This system is for the Louis Stokes Department of Veterans Affairs Medical Center Cleveland, Ohio. The North American Industry Classification System Code (NAICS) is 339112. The Government believes that Quest Medical, Inc. is the only provider that can satisfy the agency requirement. Therefore, the Government intends to proceed with a sole source for the required system. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Quest Medical Inc. is the only source that provides the following items that are compatible to our existing S5 Heart-Lung machines: Myocardial Protection System 2 Console, Hypothermic Reservoir, Hypothermic Reservoir Holder, Ice Reservoir Hose Kit and a Water Circuit Adapter. In addition this system has a unique Auto-Regulated Pressure Control feature which responds to dynamic changes in coronary vascular resistance. Technically the specifications are: Flow rate - 10-999ml/min.; Accuracy - +/- 5% desired rate; Resolution - 1 ml/min for 100 ml/min. 5 ml/min for 100-999ml/min.; Air bubble detection - >/= 100 ul cohesive bubble; Prime volume - < 190 ml &,45 ml heat exchange; Arrest & additivcapacity - 50 ml; Temperature range - Cold = ice water controlled Warm = 4-42 degrees C rapid transition; Temperature accuracy - +/- 1 degree C; Ratio accuracy - < 3% of each components required proportion; Additive concentration range -0-50 ml/L. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, Gina P. Crank, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to 614.388.7500. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Cleveland VA Medical Center will proceed with the sole source negotiation with Quest Medical Inc.
