Description
Synopsis: T-38 Quick Disconnect Coupling Assembly, PN 50501, NSN 4730-842-7551-XE, PN 50302, 4730-817-9896-XE 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding size standard of $35.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2. Responses to this Sources Sought announcement are voluntary, and therefore, the U.S. Government is not liable to pay or reimburse any contractors which respond to this announcement. Any costs incurred by interested companies in response to this announcement are solely the responsibility of the responder. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein and the Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Source Sought. 2. Program Details: The T-38 System Program Office (SPO), Hill AFB, Utah requires industry response regarding capabilities, experience, and qualifications to evaluate critical safety item: T-38 Quick Disconnect (QD) Coupling Assembly, PN 50501, NSN 4730-842-7551-XE, and PN 50302, 4730-817-9896-XE. The T-38 aircraft is the main training aircraft used by the Air Force for preparing our future pilots. Since the T-38 aircraft life span is being increased, the Systems Program Office (SPO) had been reevaluating high maintenance failure items. One such part is the QD. The QD was designed to expedite the removal and installation of the aft fuselage without losing hydraulic pressure. The QD is designed to close automatically upon separation with minimal hydraulic fluid being lost. The system is made up of a male and female component with the mean time between failures (MTBF) for the female component being 555 flight hours while the male component is approximately 3317 flight hours. Over the years, the QD system has been identified as a high maintenance driver due to its low combined MTBF. This effort will provide a study that details how to increase the MTBF of the T-38 QD from 555 flight hours to 5000 flight hours. This will include withstanding removal and installation of the aft fuselage a minimum of 50 times without failure. Complete background analysis of existing data and determination of where the current design is not adequate. This will include: • The review of technical orders and Reliability Maintainability Information System (REMIS) data to determine the root cause of the relatively high cost of maintaining the QD, • Examination of used QDs taken from in-service aircraft, • Analysis of the mounting setup and geometric constraints of the interfacing structure and flight, hydraulics and vibration loads to determine if improvements could be made to increase the MTBF of the components, • Analysis of maintenance practices to determine if the QDs are being damaged when the aft fuselage is being removed/installed from the center fuselage. The desired end state would be the QD incurring no damage from removals and installations following 50 removals. • Provide recommendations based on data collected where improvements can be made to include potential replacement parts if deemed necessary. The results of this study will be provided to the government with unlimited data rights. Prequalification is required prior to being considered for contract award. The responsible engineer has determined that only sources that have met qualification requirements will be considered to perform this work. This Sources Sought does not constitute a commitment, implied or otherwise, that procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to respondent.
