- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The 87th Contracting Squadron (CONS) located at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, 08641, is performing market research to determine the availability, interest and capability of potential sources in preparation for a potential future contract. This is a market survey for written information only. The 87 CONS has a requirement as follows: The contractor shall furnish all labor, materials, supervision, transportation, personnel and equipment necessary to provide, install and maintain coin free washers and dryers, on a rental basis at various locations on JBMDL. The contractor shall furnish new heavy duty commercial type washers and dryers designed for high usage. All units shall be maintained in very good working condition, free of rust, dents, stains, or excessive scratches for the duration of the contract. WASHER REQUIREMENTS. Washers shall be heavy duty commercial type, 14 16 pound capacity, equipped with an automatic timer. Washers shall have a minimum of three (3) wash cycles: normal, permanent press, and delicate with a minimum of three (3) temperature settings. Washers shall have hot and cold water connections. A 120 Volt, AC 20 AMP circuit is provided for each washer. The contractor shall provide proper operating instruction signage or decal on each washer. In addition, a service call decal shall be placed on each washer for the reporting of service repairs or complaints. The service call decal information shall be provided by the government at time of award. Each washer shall be equipped with industry standard safety functions. DRYERS REQUIREMENTS. Dryers shall be electric, heavy duty commercial type, 14 16 pound capacity, equipped with an automatic timer. Dryers shall have a minimum of three (3) drying cycles for different types of fabrics: heavy, normal and delicate and normal. Exhaust vent connections are available at each dryer location. A 220 Volt, AC, 30 AMP circuit is provided for each dryer. The contractor shall provide proper operating instruction signage or decal on each dryer. In addition, a service call decal shall be placed on each dryer for the reporting of service repairs or complaints. The service call decal information shall be provided by the government at time of award. Each washer shall be equipped with industry standard safety functions. INSTALLATION / TRANSITION. Historically, it takes about two (2) months for the contractor to install the required amount of new washers and dryers. During this time, the incumbent contractor will be removing the old washers and dryers. Close coordination is required between the new contractor, the incumbent contractor, and COR as to prevent a lapse in service. In the event that a conflict arises, the COR and respective CO's will adjudicate the concern as to provide continuous service for the training mission. The contractor shall install the washers and dryers in accordance with industry standards and manufacturer's installation instructions through an experienced installer. The contractor shall provide and install all necessary adapters and fittings required to insure that the equipment is compatible with the existing utility connections. During the installation cycle, all packing, materials and other debris shall be removed daily by the contractor and disposed of off base. The contractor's Quality Control Inspector (QCI) shall inspect each washer and dryer during the installation process to insure compliance with manufacturer's installation instructions. SERVICE CALLS. The contractor shall be notified by the Contracting Officer Representative (COR) in the event that a washer or dryer becomes inoperative or malfunctions, The contractor shall repair or replace inoperative washers or dryers with two (2) days of notification. If applicable, the contractor shall coordinate the times and dates of washers and dryers replacements with the COR. The contractor shall absorb all costs associated with the repairs or replacements. All packing, materials and other debris shall be removed daily by the contractor and disposed of off base. REMOVAL / RELOCATION OF WASHERS / DRYERS. The total number of washers and dryers will fluctuate due to mission requirements. The contractor shall be given a seven (7) day notice of any required decreases, increases or location changes. The appropriate number of washer and dryers is 1,000. The NAICS code for this requirement is 532210, Consumer Electronics and Appliances Rental. The small business size standard is $35,000,000.00. Any interested firms should submit a written capabilities statement detailing: (1) experience supplying and installing washers and dryers; (2) experience in delivering washer and dryers to various locations; (3) delivery of washers and dryers in the excess of 1,000; (4) demonstrate an understanding of the information above. In the capabilities statement, potential contractors should provide their size status for the above referenced NAICS (i.e. large or small) and whether or not they are certified HUBZONE, Section 8(a), woman owned, small disadvantaged, and/or service disabled-veteran owned business. Capability statements shall not exceed six (6) pages.
