- Notice of Intent for RFP-NICHD-NCS-2014-9 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A MODIFICATION FOR A NEW SERVICE REQUIREMENT WILL BE ISSUED TO ONE OF FOUR CONTRACTORS CURRENTLY PERFORMING TASKS UNDER AN ID/IQ CONTRACT. A TASK ORDER REQUEST FOR PROPOSAL DOCUMENT WILL BE ISSUED AND PROPOSALS WILL BE ACCEPTED FROM CONTRACTORS UNDER THE CURRENT ID/IQ CONTRACT. THESE CONTRACTORS HAVE BEEN IDENTIFIED AS BEING ABLE TO PROVIDE ADEQUATE COMPETITION FOR THIS REQUIREMENT. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to award a new service requirement modification to one of four ID/IQ contractors as they are the only viable providers due to their involvement with mothers currently enrolled in the National Children’s Study: Vanguard Study (NCS or Study) contract. This modification will include a new in-scope requirement for enrollment of subsequent births by women with children already enrolled in the Study. The NCS is a longitudinal cohort study that will examine the effects of environmental influences on the health and development of children. Additional information about the Study to include the current Concept of Operations is available on the Study Website ( http://www.nationalchildrensstudy.gov ). The goals of the Vangua r d Study are feasibility, acceptability, and cost evaluation of recruitment, retention, study visit data collection, formative research, and logistics. The Vanguard Study is necessary to t e st and validate all procedures for future acquisitions pr i o r to scale up and implementation. About 4,000 children are enrolled under the NCS Vanguard Study. During the Vanguard Study’s Alternate Recruitment Substudy (ARS), enrollment has been limited to babies born during a pre-defined recruitment period, which for any single family may be more than one birth event. These time frames are now complete for each of the various ARS recruitment approaches and no new recruitment is currently allowed. Enrollment of additional births in the Vanguard Study is critical to our ability to best operationalize future recruitment activities. The Offeror must have the ability to enroll sibling births at a limited number of Study locations that represent the highest birth rates in the Study and administer the NCS approved study protocol that includes the collection of environmental samples, biospecimens, and physical measurements during pre-pregnancy, pre-natal, and post-natal visits.
