- Eglin Air Force Base (AFB) intends to award to a Firm Fixed Price Construction Contract to a Service-Disabled Veteran Owned Small Business, on Eglin AFB, Florida. The North American Industry Classification System (NAICS) code for this requirement is 263210 and size standard of $33.5M. This is a Performance Price Trade Of acquisition and award will be made based on the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. The requirement to remodel existing 7,592 square foot building, in order to accommodate expanded Army Rangers, Headquarters functions. Also, a 2,500 square foot addition shall be constructed to assist with accommodating the functional requirements of the Battalion Headquarters. The scope of work also includes a required temporary modular building, for swing space to support 12 military staff. It includes constructing new conditioned concrete masonry building addition with metal roof, exterior concrete masonry walls, interior galvanized metal stud walls with gypsum board painted finish, acoustical and gypsum board ceilings, floor and wall finishes, toilet facilities, storage room, offices, conference room and foyer. Miscellaneous specialties include signage, fire extinguishers, shelving, etc). Support utilities include lighting, security, plumbing and HVAC systems. In addition, the existing building shall be renovated on the interior to provide offices, work room, large classroom with fixed audience seating, and toilet and shower facilities. Renovation shall include demolition, new finishes, electrical, and mechanical. A temporary modular building shall be provided for use by Government Existing Building Staff for duration of the project. Further the temporary modular building shall include delivery to site, set up, extension of utilities to the building, layout as indicted in the Contract Documents, removal and utilities returned back to original condition and area sodded at conclusion of project. The temporary modular building shall be set-up first and existing building occupants moved to the temporary building prior to demolition of the existing building. This work is located at Camp Rudder on Eglin AFB, Florida. The Performance Period is 364 calendar days. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System ( www.fedbizopps.gov ) on or about 31 March, 2014. No response to this notice is necessary and no source list will be maintained. Prospective contractors must be registered in the DoD System for Award Management (SAM) database ( www.sam.gov/portal/public/SAM/ ) prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for a timely award. The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to the offeror by the Government.
