- This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities (FBO - http://www.fbo.gov). It is the potential Offeror's responsibility to monitor FBO for release on any future solicitation that may result from this Sources Sought Synopsis. The estimated posting date of the solicitation will be on or about 17 April 2014. NAICS Code: 238290 (Other Building Equipment Contractors) Small Business Size Standard: $14,000,000 Federal Service Code (FSC): J099 (Maintenance, Repair and Rebuilding of Equip) - Miscellaneous GENERAL INFORMATION: The U.S. Army Corps of Engineers (USACE), Portland District, has been tasked to solicit for and award a project / procurement for Green Peter Elevator Upgrade, Supply and Install - Linn County, Oregon. Green Peter Dam is located in the Willamette River drainage basin, on the Middle Santiam River, approximately 30 miles Southeast of Albany, OR (Linn County). Green Peter Dam is a 380-foot-high, 1517-foot-long concrete gravity structure. The elevator has been in service since 1966 and is located in the dam. It has a 2500-pound capacity, 14 landings and travels 302 feet. The elevator was manufactured by J.B. Ehrsam & Sons. Original Operations and Maintenance manual and prints are available for use. Field measurements are highly suggested for sheave replacement and wire rope replacement. Major work items associated include but are not limited to: Installing infra-red door closer Replacing the traction and deflector sheaves, suspension (hoist) wire ropes and governor rope Replacing existing hoist motor with variable frequency ac drive hoist motor Replacing existing elevator electro-mechanical controller and landing system with a non-proprietary PLC driven controller (Motion 4000 Traction Elevator Controller or equivalent), associated landing control equipment and travel cable, with a cable which is compatible with a PLC driven controller Draining and replacing gearbox oil, replacing gearbox bearing and seals, cleaning gearbox components, die penetrate testing of gears for meshing and alignment, and incidental related mechanical and electrical work Compliance and functioning testing of the elevator 5-year load testing (Category 5 Test) upon completion of installation The proposed project is anticipated to be Firm Fixed Price (FFP) with an anticipated period of performance of Contract Award to 30-SEP-2014. CAPABILITIES: 1.Firms shall demonstrate the following: -Recent and relevant experience within the past five (5) years with elevator rehabilitation for similar performance work statements -Journeyman's proof of licensure in the State of Oregon as an elevator mechanic. This person(s) shall be on-site during all phases of work -Ability to provide engineered drawings and schematics of removed and installed equipment (as-built), stamped by a registered professional engineer in the State of Oregon -Ability to perform major work as listed above INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: A drafted Performance Work Statement (PWS) and specifications have been included for informational purposes only. Prior Government contract work is not required for submitting a response to this synopsis. Firm's responses to this synopsis shall be limited to five (5) pages and shall include the following information: 1.Firm's name and address 2.Firm's point of contact name, phone number and e-mail address 3.Firm's interest in bidding on the solicitation once it is issued 4.Firm's CAGE Code and DUNS Number to show proof of registration in the System for Award Management (SAM) - https://www.sam.gov. 5.Experience: Firms shall provide a brief description of similar projects within the past five (5) years to include the customer's name and phone number, timeliness of performance, customer's satisfaction and dollar value. Please provide a minimum of three (3) projects, but no more than five (5). 6.Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled 'CAPABILITIES.' 7.Firm's small business categories (Small Business, 8(a), HUB-Zone, Women-Owned, EDWOSB and SDVOSB). 8.Firm's Joint Venture information, if applicable. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence.
