Description
It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to TOSHIBA AMERICA INFORMATION SYSTEMS INC. to purchase the annual service maintenance agreement for the NETL-owned CM200 Scanning Transmission Electron Microscope (STEM) Serial Number D753. All technical questions regarding this requirement should be directed to Mar. Clement Lacher at 412-386-4907, e-mail Clement.Lacher@netl.doe.gov. This is considered a sole source to TOSHIBA AMERICA INFORMATION SYSTEMS, INC. because they are the only company that can provide the annual service maintenance agreement because exact replacement parts must be utilized and obtained from the original equipment manufacturer TOSHIBA AMERICA INFORMATION SYSTEMS, INC to assure continued reliable and satisfactory operation of the unit. They maintain proprietary information on the systems designs, service procedures, electron optics, attachments, and calibrations methods; therefore the TOSHIBA AMERICA INFORMATION SYSTEMS, INC. is the only capable vendor to provide this service. TOSHIBA AMERICA INFORMATION SYSTEMS, INC. will not guarantee the performance of the instrument unless the service is done by their trained staff. TOSHIBA AMERICA INFORMATION SYSTEMS, INC. is the only vendor that can supply the required annual service maintenance agreement renewal. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). If no challenges to acquire this item are received by 10.00 PM ET on April 13, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities must be submitted to lora.stumpf@netl.doe.gov no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
