Description
This is a Sources Sought Synopsis. Market Research and Sources Sought Notice for information on capability and availability of potential contractors to deliver, install and train users on soil testing Laboratory equipment for Prado Dam, Corona California. This is a SOURCES SOUGHT SYNOPSIS and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified firms, including Small Businesses, Hubzone, 8(a) and Service Disabled Veteran owned firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The scope of the contact requires the contractor to deliver all equipment to the Prado Dam Lab Office in the City of Corona, California. In addition to delivery, the contractor will also be responsible for installation, calibration and training for each piece of equipment. Each Laboratory Equipment is listed below with the technical specifications required for each. The U.S. Army Corps of Engineers, Los Angeles District, anticipates a future procurement for these supplies. The total contract performance period is Not to Exceed 8 weeks. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 334513 with a Small Business Size Standard of 500 employees. All offerors must be registered with the System for Award Management System (SAM). Registration can be found at: https://www.sam.gov Responses are requested with the following information, which shall not exceed a total of eight pages: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3. Description of capability to provide the following: Equipment List and Capacity Requirements 1. Consolidation Machine (ASTM D 2435) that meets or exceeds the following: a. Maximum load capacity: 26,000 lbs/sq ft. b. Axial compression range: 1.0 inches. c. Measurement to the nearest 0.0001 inch. d. Total measuring range of 0.500 inches. e. Ability to perform 3 simultaneous tests f. Accommodates 2.416 inch diameter sample. g. Includes dial indicators. h. System must include all weights for running 3 simultaneous samples, molds and trimming tools i. Operates on 110v power supply. j. American Made. 2. Direct Shear Machine (ASTM D 3080) that meets or exceeds the following a. Shear load capacity: 12,000 lbs/sq. ft. minimum b. Confining Pressure capacity: 12,000 lbs/sq. ft. c. Max shear deflection: 0.500 inches d. Maximum axial deflection: +/-0.250 inches e. Shear deflection rate: 0.0001 to 0.0500 inches per minute or hour f. Shear deflection limit switches at extreme forward or reverse travel. g. Computer control and data acquisition. h. Ability to perform 3 simultaneous tests i. Shear assembly for use with round Mod Cal ring samples (2.416 inch round samples). j. Digital dial indicators showing shear deflection rate. k. Software included providing automated testing and data acquisition when used with any PC compatible computer. Compatibilities should be included: spreadsheet compatible files, tabular printout, presentation quality graphs, and on screen help. l. Ability to operate in manual or program (computer controlled) mode. m. Mold and trimming tools. n. Operates on 110v power supply. o. American Made. 3. Piston Sampler (ASTM D 4829) that meets or exceeds the following a. Accurate to 0.0001 inches b. Completely self contained c. Accommodates 2.416 inch diameter samples d. Accommodates samples length of 18 inches e. Maximum actuating pressure of 600 PSI f. Sampler's overall length of 30 inches g. Maximum sampler diameter of 3-3/8 diameter h. Maximum weight of 33 lbs i. American made 4. Expansion Index (ASTM D 4829) that meets or exceeds the following: a. Accurate to 0.0001 inches b. Completely self contained c. Load frame with a 50Kn capacity d. Ability to operate electrically and hand operated. e. Digital Transducer load cells. f. Dial gauge 0.01 X 25mm. g. Built in data logger. h. Mold, porous stones, S.S. ring, Collar, weights and trimming tools. i. Operates on 110v power supply. j. American Made. 5. Permeameter Equipment (ASTM D 5084) that meets or exceeds the following: a. Contains mater control panel with ability to perform 2 simultaneous tests b. Ability to operate on 110V power c. American made d. Triaxial cells included (2 each) e. Load frame with 10,000 lbf capacity f. Digital readouts g. Contains the following items: all weights, molds, top caps, base pedestals, membranes and stretchers, o-rings, porous stones, filter paper, trimming tools, high vacuum grease for performing 2 simultaneous tests 6. California Bearing Ratio Equipment (ASTM D 1883) that meets or exceeds the following: a. Load frame with 50 KN capacity b. Ability to operate electrically and by hand c. American Make d. Contains digital transducer load cells e. Contains dial gauge (0.01 x 25 mm) f. Built in date logger g. Contains molds, and trimming tools 7. Shelby Tube Extruder that meets or exceeds the following: a. Hydraulically operated b. Adjustable soil trimmer c. Ability to accommodate 2, 2-1/2, 3 and 5 inch diameter Shelby Tubes d. Operates on 110v power supply e. American made Responses should be submitted to Michael G. Robinson, Contract Specialist.
