- Description
- NASA/MSFC plans to issue an Invitation for Bids (IFB) for the demolition of Building 4202 at Marshall Space Flight Center. The work to be performed under this project includes, but is not limited to, providing the labor, equipment, and materials to demolish Building 4202. All demolition debris will be recycled and/or disposed of in accordance with applicable environmental regulations. Building 4202 is a 6 story plus mechanical penthouse, steel frame, 111,000 square foot office building constructed on a reinforced concrete basement foundation. It was constructed in 1964 according to standard construction practices of that period. Asbestos is present as fire protection on the steel frame as well as floor tile and at other various locations in the building. The building contains elevators, mechanical, and electrical systems common to large office buildings. The structure will be removed down to grade. The basement will be demolished to a point at least 4 feet below finished grade and filled with appropriate material. All mechanical/electrical equipment in the sublevel will be removed. The order of magnitude for the procurement is between $1,000,000 - $5,000,000, and the effort shall be completed within 180 calendar days after notice to proceed. Award of this project is contingent upon the availability of funds. The NAICS Code and small business size standard for this procurement are 238910 and $14,000,000 in average annual receipts, respectively. The anticipated release date of the IFB is on or about April 22, 2014, with an anticipated closing date of on or about May 22, 2014. The firm date for receipt of bids will be stated in the IFB. The specification/drawaing package supporting this requirement will be posted with the IFB. Potential bidders (including potential subcontractors) that would like for their contact information to appear on a source list may provide that information to this office. Contact information must be provided in writing and contain the solicitation number, company name, point of contact, e-mail address, and phone number(s). Contact information may be submitted via e-mail. All such information will be included on a source list and be posted with the solicitation. A source list (if generated) will include contact information received before the date/time the solicitation is issued. All responsible sources may submit a bid which shall be considered by the agency. Safety records of the prime contractor and subcontractor(s) will be a consideration at award time, and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors may notify this office of their intent to submit a bid. It is the bidder's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation and amendments (if any). As stated in FAR 52.236-27 Site Visit (Construction) (Feb 1995), " (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has not been scheduled at this time. Site visits may be arranged during normal duty hours (8:00 AM - 3:00 PM local time) by contacting Pam Davis at (256) 544-7861.
