Solicitation Number: W81XWH-14-T-0081 Closing Response Date: Notice of Intent - 15 April 2014 Contact Point: Abraham Pottenger at abraham.pottenger.civ@mail.mil or 301-619-2294 Approximate Contract Award Dollar Amount: $33,000.00 Contract Award Date: on or about 21 April 2014 Contractor: InDevR Inc., 2580 W 237TH ST, Torrance, CA, 90505-5217 Description: The Government intends to award a sole source contract to iCRco Inc to provide replacement parts for medical equipment. iCRco is the only authorized manufacturer of these specific medical equipment components. Therefore, brand name only parts will be purchased by the Government. USAMMA has three medical equipment repair depots in Tobyhanna, Pennsylvania; Tracy, California; and Hill Air Force Base, Utah. Medical equipment used by deployed forces in Afghanistan is returned to one of the three depots for repair, refurbishment, or replacement when the repair issue exceeds the deployed unit's maintenance capability. There are limited spares in theater, so repair and return is a high priority activity at USAMMA's depots. With very few exceptions, medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army and Food and Drug Administration (FDA) regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even quote mark minor alterations without the manufacturer's consent may negate any further manufacturer product liability. quote mark AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. USAMMA is the Army's medical manager and therefore considers any medical equipment alteration, including the substitution of manufacturer-provided or approved repair parts with other repair parts to be contrary to Army and FDA regulations, endangering the device's FDA certification, and incurring product liability on behalf of the Army. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
