- Description
- The USDA Forest Service, Intermountain Region (Region 4), is soliciting quotes (RFQ) for Vehicles with Drivers (Sport Utility Vehicle-minimum 5 passenger, Pickup Trucks, Types 1, 2, and 3, Stakeside-Types 1 & 2, and Passenger Vans, 7-9 passengers) for use during Local, Regional, and Nationwide fire suppression and all-hazard incidents. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a total Small Business set aside under NAICS 485999. The Small Business size standard is $14 million. The Agreements will be competitively awarded within the SWINAC Acquisition Zone (Region 4) to the following listed Eastern and Western Interagency Dispatch Centers: ID-PAC Payette National Forest Dispatch Center ID-SCC South Central Idaho Interagency Dispatch Center NV-CNC Central Nevada Interagency Dispatch Center NV-ECC Ely Interagency Communication Center NV-EIC Elko Interagency Dispatch Center NV-LIC Las Vegas Interagency Communications Center NV-SFC Sierra Front Interagency Dispatch Center The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at: http://www.fs.fed.us/business/incident/vipr.php Other information for vendors is listed below: 1) This solicitation will use the VIPR Vendor Application to respond to the solicitation. Vendors can learn how to use this application on the web at: http://www.fs.fed.us/business/incident/vendorapp.php 2) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registrations. 3) Vendors must have a valid D-U-N-S Number. Request a D-U-N-S Number from Duns and Bradstreet on the web at: http://fedgov.dnb.com/webform/ 4) Register in the System for Award Management (SAM). In order to do business with the Federal Government, vendors must registered in the System for Award Management. SAM must be validated and updated once per year. After registering, input all information into SAM and be sure to certify business status:? Each business is required to verify, on an annual basis, its business size and status in SAM. https://www.sam.gov/portal/public/SAM/ 5) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Electronic responses must be transmitted in the VIPR Vendor Application by 4:30 P.M., MT, May 15, 2014. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all-electronic process.
