Description
STATEMENT OF OBJECTIVES (SOO) Dictation and Transcription System I.Purpose: The Lebanon VA Medical Center strives to honor America's Veterans by providing exceptional health care that improves their health and well-being. The purpose of this acquisition is to obtain a complete and ready to operate (turnkey) solution for a dictation and transcription system, including backup, for the Lebanon VA Medical Center. II. Scope or Mission: This acquisition requires all hardware, software, accessories, training, maintenance, and support needed to replace the existing dictation and transcription system. To meet this requirement, the Lebanon VA Medical Center will consider both lease and purchase options. III.Period of Performance: a)Option 1: Purchasing i.Should the government select this option, all hardware, software, accessories, installation, testing, training and a one-year maintenance agreement will be awarded for a one-year base period. ii.Additionally, training and a maintenance agreement shall be available for four (4), one-year option periods. b)Option 2: Leasing i.Should the government select this option, a lease of all hardware, software, accessories, installation, testing, training and maintenance agreement will be awarded for a one-year base period with four (4), one-year option periods. IV.Place of Performance: Lebanon VA Medical Center; 1700 S. Lincoln Ave., Lebanon, PA 17042. V. Background: The existing dictation and transcription system was purchased in 2003. The current equipment does not meet required current day specifications for transcription systems. The current setup is three (3) systems (approximately five (5) Rack Units of space). The current transcription process consists of 250 users with up to 40 providers dictating per day into a phone based system. The voice data is stored on to a server. The current telephone system is being upgraded from a Private Branch Exchange (PBX) to a Voice Over Internet Protocol (VOIP) system. The voice data is retrieved by seven (7) staff transcriptionists who transcribe the voice data into the patients' electronic medical record. The seven (7) staff transcriptionists are located both on and off-site. The current software allows for job tracking, has administrative functionality, and supports off-site staff telework. Additionally, the software offers the ability to view the number of ports open on the server. VI. Performance Objectives: The Lebanon VA Medical Center expects to improve the dictation and transcription system by replacing the existing system. The contractor shall focus on the following objectives in order to meet this expectation. 1.Provide a turnkey system to support dictation and transcription. The system shall include: a.All Hardware i.Hardware shall not exceed current five (5) rack units of space. b.All Software i.Repository service ii.Administrative functionality to include: 1.Job tracking and management 2.Port availability 3.Reporting capability iii.Licenses iv.On-site and off-site telework functionality v.Installation of software c.Accessories for seven (7) transcriptionists 2.Provide a maintenance agreement. The maintenance agreement shall include: a.Upgrades and patches to software b.Servicing and repair of hardware c.24/7 on-site and/or off-site support for hardware and software d.All maintenance shall be completed during low volume times coordinated with the Contracting Officer's Representative (COR) 3.Installation and configuration: a.Install all equipment b.Configure equipment as required c.Test functionality of the system 4.Provide training. The training shall include: a.User manuals, to be updated as applicable b.Training on entire dictation and transcription system for up to 5 individuals 5.Other considerations a.Contractor shall provide a solution for backup of audio server b.Contractor shall provide a solution for data migration from the old system to the new system. VII.Operating Constraints: 1.Dictation and transcription system shall be compatible with Voice Over Internet Protocol (VOIP) phone systems. 2.HL 7 integration 3.Installation plan a.The contractor shall provide a system Installation Plan (IP) to the COR for approval prior to the start of work. Installation shall not occur during high volume/peak hours of operation (7am to 7pm, Sunday through Saturday) i.The Government will install all hardware and Anti-Virus software. ii.The contractor shall install all remaining elements of the dictation and transcription system. 4.The contractor shall be compliant with VA Handbook 6500.6, Contract Security. 5.All hard drives and any other devices that store Protected Health Information (PHI)/Individually Identifiable Information (III) and VA owned Non-Expendable Equipment, determined by the VA, will remain property of the Government. The contractor shall supply two (2) Statements of Work (SOW) at the time of the proposal for: 1) lease option, and 2) purchase option. Proposal shall be inclusive of all costs associated with the dictation and transcription system. The proposals for the lease shall be priced individually and shall be formatted as follows: Contract period Unit Price Total Cost Base: Hardware/installation/testing Training Software/Licenses Option 1: Hardware Training Software/Licenses Option 2: Hardware/installation Training Software/Licenses Option 3: Hardware Training Software/Licenses Option 4: Hardware Training Software/Licenses The proposals for the purchase shall be priced individually and shall be formatted as follows: Contract period Unit Price Total Cost Base: Hardware/installation/testing Training Software/Licenses Option 1: Training Software/Licenses Option 2: Training Software/Licenses Option 3: Training Software/Licenses Option 4: Training Software/Licenses
