Description
This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0232 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 562112. This is a small business set-aside. All responsible sources may submit a proposal which shall be considered by the contracting officer. Requested services: Radioactive Ash Disposal Waste Disposal - 55 Gal Drum for Compaction - 658 lbs. 55/58 Overpack Drum for Compaction - 127 lbs. A. PURPOSE The purpose of this contract is to obtain one-time disposal services for incinerator ash from laboratory and clinical radioactive materials use. The contractor shall have all necessary expertise in packaging, manifesting, surveying and transport of residues originating at the Roudebush VA Medical Center and residing in steel drums. B. BACKGROUND The Indianapolis VA Medical Center is a large, tertiary care facility with a history of extensive and varied clinical and research radioactive materials use. This use produces waste materials that are incinerated at an Indiana University facility via a Memorandum of Understanding between the Indiana University School of Medicine and the VA Medical Center. The ash from this incineration retains a portion of its radioactivity, deeming it unsuitable for disposal via ordinary landfill. It must be disposed in a licensed low-level radioactive waste facility, by an appropriate broker. At current rates of use, this disposal is only needed approximately every 15 years. C. TASKS AND ASSOCIATED DELIVERABLES All ash is packaged at the VA Medical Center in either 55 or 35 gallon sealed steel drums. The Contractor will be expected to pick up the waste ash as part of routine "milk runs" near the facility. Additional packaging may be necessary; any overpacking and associated labor required for such transport on the Contractor vehicle will be furnished by the Contractor. Medical Center representatives will provide current drum weights, as well as assurance that external radioactive contamination of the waste drums is below 10 CFR 49 (Department of Transportation) trigger limits. D. INVOICES AND PAYMENTS. The Contractor shall invoice for services. Invoice(s) shall be submitted to the OB10 System and the assigned Contracting Officer's Representative (COR) for approval within 30 days of the provided service. Invoices shall follow the guidelines found in FAR 52.212-4(g). E. CONTRACTOR KEY PERSONNEL AND EXPERIENCE REQUIREMENTS Skilled experienced professional and/or technical personnel are essential for successful contractor accomplishment of the work to be performed under this contract. All drivers used for waste pickups will be current in all DOT certifications and training for shipping the appropriate hazardous materials. Shipping papers and manifests will be completed according to requirements current at the time of waste pickup. F. QUALITY ASSURANCE Final disposal of all waste materials will take place at an NRC and state-licensed disposal site under current and appropriate broker permits. G. QUALITY CONTROL The Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The Contractor is required to develop, implement, and maintain a comprehensive program of inspections and monitoring actions. H. PERIOD OF PERFORMANCE The Contractor will be expected to complete all tasks and provide final report within 90 days of notice to proceed.
