- REQUIREMENTS DESCRIPTION. This requirement defines Joint Enterprise Contracted Logistics and Services Support (JE-CLaSS) for the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and all subordinate Joint Project Managers (JPM) and their product offices. The proposed effort is intended to be a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with, when applicable, performance based task orders. The Government anticipates that an individual task order will encompass the majority (or possibly all) of the work requirements identified in Section C.3.0 of the draft Performance Work Statement (PWS), to include paragraphs C.3.1.1 through C.3.1.7, C.3.1.9, C.3.1.10, and C.3.2 through C.3.7. The cumulative total of all task orders awarded to all awardees is not expected to exceed $900,000,000 over the life of the contract. The JPEO-CBD, Aberdeen Proving Ground, MD is conducting market research to determine qualified, experienced, and interested potential sources to better define the available industrial base. The purpose of this effort is to provide Performance Based Logistics (PBL) and related services support (operation, maintenance, sustainment, fielding and supply support) for highly complex, low-density systems for detection, mounted and dismounted reconnaissance, individual and collective protection, decontamination, and force protection (FP) against Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) threats for the United States military (active and reserve components) and other Government organizations (OGAs), operating in the Contiguous United States (CONUS) and Outside CONUS (OCONUS) to include, but not limited to: Europe, Korea, Hawaii, Alaska, Afghanistan, Kuwait, Qatar, Jordan and other Southwest Asia locations. PBL will be required during peacetime and contingency operations. Systems covered under this support contract may include, but are not limited to: the Joint Biological Point Detection System (JBPDS); Biological Integrated Detection System (BIDS); Joint Biological Standoff Detection System (JBSDS); Joint Portal Shield (JPS); Joint Nuclear Biological Chemical Reconnaissance System Increment 2 (JNBCRS2); and Advanced Threat - Dismounted Reconnaissance System (AT-DRS); Dismounted Reconnaissance Sets, Kits and Outfits (DR SKO); Non Intrusive Inspection Systems (NIIS); Entry Control Points (ECP); and the Nuclear, Biological, Chemical Reconnaissance Vehicle Sensor Suite: Joint Service Lightweight Standoff Chemical Agent Detector (JSLSCAD), Chemical Biological Mass Spectrometer II (CBMS); Nuclear, Biological, Chemical Reconnaissance Vehicle (NBCRV) Nuclear, Biological, Chemical Sensor Processing Group(SPG); Chemical Vapor Sampling System (CVSS); Next Generation Diagnostic System (NGDS), Uniform Integrated Protective Ensemble (UIPE, Inc II), Screening Obscuration Module, Man-Portable Radiological Detection System, Joint Personal Dosimeter, Joint Expeditionary Collective Protection, General Purpose Decontaminant, Emergency Management Modernization Program (EM2P DR), Decontamination Family of Systems, Contaminated Human Remains Pouch, and METSMAN (part of SPG). Additional unforeseen systems not listed above, that fall under JPEO-CBD's responsibility and require PBL, may be supported by this contract. The successful awardees under this multiple award IDIQ shall be responsible for maintaining system operational readiness at all locations. The successful awardees shall provide technical and logistics related support as required to maintain systems over the term of the contract. For the purposes of this contract, PBL includes, but is not limited to, integration of support and sustainment functions such as: System(s) Maintenance Support CONUS/ OCONUS; Engineering Support; Supply Support; Training Support; Fielding Support; Program Management; Administration and Reporting; Quality; Security and Safety. The successful awardees shall be responsible for obtaining all required security clearances, country clearances, visas, work permits, installation access, may require Nuclear Regulatory Commissioner (NRC) Licenses and potential interface regarding Food and Drug Administration (FDA) and processing etc. to deliver support and maintain system operational readiness at all locations to include military and non-military locations. Program Management requires development and execution of a detailed program plan for interdependent multiple systems describing the overarching program strategy insuring the contract, scheduling, and cost objectives are met. The estimated ordering period for the multiple award IDIQ is 72 months from date of award. The effort is unclassified; however, the successful awardees shall be required to receive and generate classified information and be required to store and ship classified hardware. The successful awardees shall furnish all necessary services, personnel, hardware, software, facilities, information and supplies (except Government Furnished Equipment) as required to support the systems. The successful awardees shall provide an information system for the Government to monitor and track all maintenance actions in real time. The anticipated NAICS code for this effort is 811219 Other Electronic and Precision Equipment Repair and Maintenance. Interested potential sources, capable of managing and performing an integrated PBL and related Services Support solution across all Enterprise systems and capabilities, shall provide a white paper (15-page limit on responses is inclusive of any supporting documentation) responding to the following questions: (1)Is your firm interested in and capable of being a prime or subcontractor on the related work outlined in the draft PWS and RFI? a.If a team arrangement is contemplated, please describe. b.If your firm intends to propose a teaming arrangement and this arrangement is predicated on complying with the National Defense Authorization Act (NDAA) for Fiscal Year 2013, please describe the proposed arrangement and address how the proposed team will meet the requirement to complete 50% of the work. c.Does your firm have the capability of completing a portion or section of the contract? For the purposes of this announcement a portion or section of the contract is anticipated to be an individual task order which may include any or all broad-base, JPEO-CBD interdependent systems deployed worldwide and will include all PBL and related services support. (2)Describe qualifications/capabilities you have to execute the required work as outlined in the Draft PWS. (3)Please provide at least three (3) relevant examples of past performance similar to the magnitude and scope of this requirement as outlined in the draft PWS and RFI Notice. Address the following in your response: a.Experience with supporting contracted logistical support and related services support to CBRNE systems and the scope of previous support efforts; b.Locations where support was provided; c.Please indicate facility and personnel clearances possessed or if they can be obtained by the time of award; d.Please indicate the dollar range of any related contracts. (4)Please provide your current socioeconomic status, DUNS number, CAGE code, company information, and related demographic information. (5) Do you foresee any issues with performing above operator level maintenance support (e.g. any issues with data rights or establishing an agreement with an Original Equipment Manufacturer (OEM)? (6) Please provide any comments on this outlined requirement.
