- RFQ Sections Solicitation RFQ Attachments RFQ - Phase One All offerors shall reference this Solicitation No. RFP No. DJF-14-1200-R-0000103 when requesting RFQ packages. This is a Solicitation Announcement. The Federal Bureau of Investigation (FBI) intends toaward a Large Multiple Award Construction Contract (LMACC) to perform various large dollar construction projects at various FBI locations throughout the United States (U.S.). The estimated value of this acquisition for the base period, including all options is $500,000,000.00. This acquisition will result in approximately five (5) firm fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Each contract will be for one base year with four one year option periods with a maximum duration of sixty (60) months or when the LMACC reaches a combined maximum value of $500,000,000.00 or each with a ceiling value of $100,000,000. The Request for Proposal (RFP) will be issued as an unrestricted competitive acquisition in accordance with FAR 6.1, Full and Open Competition. The NAICS code for this procurement is 236220 and the size standard is $33,500,000.00. The Contract will provide for the award of individual orders defined as "Task Orders" for the accomplishment of various construction projects for the Federal Bureau of Investigation's facilities related activities. Task orders will be awarded by this Contract based on competition considering such factors as past performance, safety and relevant experience. Projects may be based on either the design-build, modified design build or design-bid build delivery methods, ranging in size from $20-$100 million per task order. It is anticipated that the majority of work will be of the design-build delivery method and offerors will be required to demonstrate successful relationships with architect/engineering firms. Period and place of performance will be indicated on each Task Order. This acquisition will be procured utilizing competitive negotiated formal source selection procedures set forth in FAR Part 15 and FAR Subpar 36.3 for the two-phase design/build process. The solicitation will require the submission of technical and price proposals by the Offerors. Phase One will consist of a Request for Qualifications (RFQ). The result of the Phase One evaluation will identify a maximum of five (5) shortlisted most highly qualified firms that will be invited to submit proposals under Phase Two of the procurement process. In Phase Two, the invited firms will submit proposals for the seed project. The seed project identified for this procurement is the "Building 7 (Washington Dormitory) Renovation," at the FBI Academy Complex, Quantico, Virginia. In accordance with FAR 36.204, the Government estimates the magnitude of the Building 7 project to be between $20,000,000 and $30,000,000. As a result of Phase Two, a Task Order/Contract will be awarded to the responsible offeror, whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered based on a best value analysis. The other MACC contracts will be awarded to the other offerors with a minimum guarantee amount of $25,000.00. The solicitation will prescribe the detailed evaluation criteria and procedures for submission of proposals. Evaluations will be based on the following Evaluation Factors: PHASE ONE - Request for Qualifications (RFQ) Submission requirements include: FACTOR 1 - Past Performance, Subfactor 1a - Project Master List, Subfactor 1b - Relevant Project Summaries, Subfactor 1c - Past Performance Questionnaires; FACTOR 2 - Management Approach, Subfactor 2a - Organizational Structure, Subfactor 2b - Technical Competence, Subfactor 2c - Capacity to Perform. PHASE TWO evaluations will be based upon: FACTOR 1 - Technical/Management: Subfactor 1 - Management Approach, Subfactor 2 - Design Solution, Subfactor 3 - Project Schedule, Subfactor 4 - Key Personnel, Subfactor 5 - Quality Control, Subfactor 6 - Safety. FACTOR 2 - Past Performance, FACTOR 3 - SMALL BUSINESS UTILIZATION, Subfactor 3a - Past performance in utilizing the Small Business Program, Subfactor 3b - Participation of Small Business in this Contract; and FACTOR 4 - COST/PRICE. Performance and payment bonds will be required for the seed project. All companies and individuals awarded contracts will be subject to Background Investigations the scope of which will be solely be the discretion of the FBI Security Officer. In accordance with the provisions of FAR 52.204-7, SYSTEM FOR AWARD MANAGMENT, Offerors shall be registered in the System for Award Management (SAM) database. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
