Description
The Space and Missile Systems Center (SMC), Global Positioning Systems Directorate (SMC/GP) intends to award a sole-source firm-fixed-price modification under existing contract FA8807-12-C-0012, to acquire the following supplies to successfully complete security and platform compatibility testing in sufficient time for military departments to procure M-Code capable GPS user equipment for their respective platforms not later than 30 September 2017 (Pub.L. No. 111-383 § 913): (a) 7 GB-GRAM and 14 GRAM-S/M cards on or before 29 August 2014 to support initial integration and functional tests, (b) 20 Ground Based-GPS Receiver Application Module (GB-GRAM) pre-production prototype receiver cards on or before Mar 2015 and 20 more by Aug 2015, and (c) 50 GPS Receiver Application Module Standard Electronics Module Type E M-Code (GRAM S/M) pre-production prototype receiver cards on or before Mar 2015 and 44 more by Aug 2015. These cards must demonstrate successful integration of an Application Specific Integrated Circuit (ASIC) that can receive Y-Code, M-Code and C/A-Code specified in the following performance standards within size/weight/power constraints: CI-MGUE/GE-850C, Technical Requirements Document, MGUE Ground-Embedded Form Factor Requirements, including Appendices A (SECRET) and C/D (SAP) CI-MGUE/AV-861C, Technical Requirements Document, MGUE Aviation Form Factor Requirements CI-MGUE/CGM-870C, Technical Requirements Document, MGUE Common GPS Module Requirements, including Appendices A (SECRET) and C/D (SAP) SCN-CI-MGUE-850C-001: Update to CI-MGUE/GE-850, Technical Requirements Document, Ground Embedded Form Factor Requirements Addendum to CI-MGUE/AV-861C, Technical Requirements Document, MGUE Aviation Form Factor Requirements SCN-CI-MGUE-861C-001: Update to CI-MGUE/AV-861, Technical Requirements Document, Aviation Form Factor Requirements SCN-CI-MGUE-861C-001: Update to CI-MGUE/CGM-870, Technical Requirements Document, CMG Form Factor Requirements MSID-001-001, MGUE Serial Interface Document, including Appendices A (SECRET) and C/D (SAP) ICD-GPS-060B, UE Phase III Precise Time and Time Interval (PTTI) Interface IS-GPS-153D, GPS Standard Serial Interface Protocol (GSIP) of DoD Standard GPS UE Radio Receivers ICD-GPS-240A, GPS Master Control Station to User Support Community Interface ICD-GPS-700C, IRN-700C-001/-002/-003/-004, NAVSTAR GPS Military-Unique Space Segment/User Segment Interfaces ICD-GPS-723D, NAVSTAR Military-Unique User Segment/National Security IS-GPS-099F, Advanced Digital Antenna Production (ADAP) IS-GPS-154C, IRN-154-001, AN/PSN-11 Unique Interface Characteristics IS-GPS-167, IRN-167-001/-002/-003, SAASM GRAM-S Bi-Directional Data Port (BDDP) IS-GPS-177, IRN-177-001, YMCA Receiver Dual-Port Random Access Memory (DPRAM) Bi-Directional Data Port (BDDP) IS-GPS-200F, IRN-200F-01, GPS Space Segment/Navigation User Interfaces IS-GPS-224D (Main Body, App I & II), IRN-224D-002 (Main Body, App I & II), IS-GPS-224C (App III), IRN-224D-001 (App IV), IS-GPS-224D (App V), GPS SAASM Receiver Design Requirements IS-GPS-250A, P(Y)-Code External Augmentation System (EAS)/User IS-GPS-703E, Military-Unique Space Segment/User Segment Interfaces (SAP) IS-GPS-722D, Military-Unique User Segment/NSA Key Utilization and Handling (SAP) As indicated above, performance of this modification will also require the contractor to comply with various Special Access Program (SAP) requirements, which include having a facility security clearance and personnel security clearances. Those security requirements are as follows: NAVSTAR GPS AT Plan (PPP Attachment E)(SECRET) M-Code Receiver Security Certification Process Requirements Document (v2.0) GPS Security Classification Guide The GPS Directorate intends to award this modification to Raytheon, located at 2000 East El Segundo Blvd, El Segundo, CA 90245, as the firm is one of a limited number of responsible sources possessing unique capabilities that can satisfy this requirement without the Air Force experiencing substantial duplication of cost that is not expected to be recovered through competition and/or unacceptable delays in fulfilling its requirements (10 USC 2304(c)(1)). The Government has been contracting with Raytheon for the MGUE hardware since 28 Sep 2012 on a sole source basis because it had been deemed in a previous J&A dated 7 Mar 2012 as 1 of 3 responsible sources. Any persons or firms interested in this notice are to respond to the requirement(s) and submit their Statements of Capability (SOC) to the point of contact identified later in this section. The SOC should address why the firm believes that the prior sole source justification is no longer valid. In addition, the SOC must provide convincing evidence of the firm's ability to satisfy the requirements specified above. SOCs shall be provided within fifteen calendar days of the date of publication of this synopsis and in the form of a narrative document (no PowerPoint presentations will be accepted), including a cross-reference matrix that explains how each requirement in each document cited above is satisfied. In particular, that cross-reference matrix shall include convincing evidence: a. That the interested firm is able to deliver all configurations and quantities specified above at the firm fixed-price specified above on or before the delivery dates specified above. b. That the interested firm currently possess the facilities and personnel necessary to manufacture M-Code ASICs that satisfy security certification requirements. c. Demonstrating the extent to which (if any) the interested firm's M-Code receivers can be platform compatibility certified (i.e., successfully integrated into various lead platforms and tested in the field). d. That the interested firm's M-Code receivers satisfy all information assurance requirements specified in the documents listed above. Since the documents listed above contain both unclassified and classified technical data pertaining to military critical technologies, they are not appended to this synopsis. Upon request, the Contracting Officer will provide copies of unclassified portions of those documents only to those interested firms authorized to receive such technical data (for details, see http://www.dlis.dla.mil/jcp/#). To obtain copies of classified portions of those documents, please contact Lt Rebecca Manning, rebecca.manning.1@us.af.mil. Given the delivery dates specified above as compared to the time it takes to be read into SAP-cleared portions of the MGUE program, the GPS Directorate is only able to provide such classified portions to interested firms currently cleared to those SAP levels. No further information can be provided in this pre-solicitation notice regarding those SAP programs. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, all responsible sources, to include small and small disadvantaged businesses, may identify their interest and technical capability, and submit an SOC which shall be considered by the agency.
