- SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does issuance in any way restrict the US Government (USG) as to its ultimate acquisition approach. The Government is not liable for any costs incurred by the contractor in response to this synopsis and, therefore, will not compensate any contractor for work performed in response to this synopsis. Requirement: The Air Force Life Cycle Management Center, Direct Attack Division, Eglin AFB, Florida, is seeking potential sources for flight demonstration of a 5,000 pound class GPS-INS guided tailkit to guide BLU-113 warheads to the same impact point as existing BLU-109 guidance tailkits. The requirement is to release up to three 2,000 pound weapons followed by up to two 5,000 pound weapons with all landing within 1 meter radius of the mean point of impact, with an accuracy of 3.3 meters Circular Error Probability (CEP) from the designated impact coordinate. Accuracy and dispersion requirements are for impact angles of 88° +/- 2° and impact angles of attack of 2° or less. The technical approach selected shall have GPS anti-jam acquisition and tracking performance capable of defeating a GPS jammer array provided under separate classified cover. This demonstration is expected to validate that the proposed hardware/software can meet the above accuracy and dispersion guidance requirements. Potential sources should address the maturity of current mission planning and weaponeering tools for this 5,000 pound weapon, as well as identify any integration shortfalls with FMU-152 fuze and F-15E and B-2A aircraft. North American Industry Classification System (NAICS) code for this future acquisition is 334511, with a small business size standard of 750 employees. If qualified and interested, please submit an email stating the name of your company, your interest, a Capabilities Statement in accordance with the requirements in the following paragraph, and your business size, indicating whether you are a small or large business for the purposes of the assigned NAICS code. Also, identify a company Point of Contact (POC): name, telephone number with area code, and email address. Emails are preferred. The Government POC for responses is listed below. Interested parties must have a qualified system and must submit a Capabilities Statement addressing the following: 1) Demonstrated product with proven accuracy in terms of CEP, Dispersion, and Impact Angle of air to ground weapons systems guidance and control; 2) test data demonstrating achievement of accuracy, dispersion, and impact angle equal to or better than stated requirements found in this announcement in a 2,000 pound (or greater) air to ground weapon; 3) be able to show how the currently available system could be adapted to demonstrate control and accuracy of a 5,000 pound weapon as stated above. Government Furnished Equipment will be made available after contract award to execute this demonstration.
