- The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Artificial Limb In., Phoenix, AZ, 85012-3001. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a combined synopsis/solicitation for a commercial items contract, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. SUP 5252.232-9042 Invoicing and Payment (WAWF) Instructions The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Evaluation Factors, (In descending order of importance): (i) technical capability of the item offered to meet the Government requirement; (ii) Delivery; (iii) Price; Technical capability and Delivery, when combined, are more important than Price. In Accordance with FAR 15.304 technical capability, price and delivery, when combined, are significant evaluation factors that will be used to arrive at a best value award decision The government will only consider firm fixed-price quotations.
