Description
The United States Agency for International Development, Philippines (USAID/Philippines) intends to release a solicitation for an activity entitled "E-PESO". The purpose of this activity is to facilitate retail e-Payments and promote the technological advancement of the payment system that smoothen economic exchange and value. Emanating from the goal of the broader Partnership for Growth (PFG) of shifting the Philippines to a sustained and more inclusive growth trajectory on par with other high-performing emerging economies, With the emerging shift of retail payments from cash to digital, electronic payment (e-Payment) options stimulate local consumption by easing flow of capital to a larger portion of the population. USAID believes that e-Payments can transform development and facilitate access to economic opportunity that the PFG promises. E-PESO will expand upon USAID/Philippines' initial mobile money (m-Money) deployment - Scaling Innovations in Mobile Money (SIMM) implemented by the Development Alternatives Inc. (DAI) and the Microenterprise Access to Banking Services (MABS) Phase IV implemented by Chemonics International Inc. - to facilitate the critical mass of e-Payment users that will irreversibly tip the scale towards broad e-Payment usage and widespread adoption. USAID will move from the tactical initiative of its m-Money activities to a more strategic imperative with E-PESO's broader deployment towards a cash-lite society. To accelerate the shift to digital payments, E-PESO will (1) Drive transaction volume of large payment streams; (2) Promote retail and market-level infrastructure; (3) Improve the enabling environment for e-Payments including policies that will promote consumer protection and security measures; and (4) Address gaps in the broader e-Payment ecosystem. These interventions will help scale e-Payment usage towards the threshold of self-sustaining growth, lead to a more efficient, transparent, and inclusive retail e-Payment system, increase the regularity and predictability of financial services to a broader segment of the Philippines population, and eventually open up more economic opportunities for broad-based growth. The anticipated solicitation date is on or about 14 April 2014. The period of performance is anticipated for a total of five years and is subject to availability of funds. Except for the above information, no additional information regarding this planned Request for Proposal (RFP) is available at this time. All necessary information will be supplied at the time the RFP is posted at www.fedbizopps.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals should be submitted until after the RFP is issued. The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements for FAR Subpart 5.2, Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d). The notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal.
