- Description
- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Contract on a sole source basis to Battelle Memorial Institute in Columbus, OH for the NRE, Validation/Verification, and Production of LED Caution Advisory Panels to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) and obsolete parts in the HH-60H Combat Search and Rescue (CSAR) Seahawk Helicopter. The NRE will add two additional rows of light indicators due to the differences between the Navy Seahawk and Army Blackhawk versions of the LED CAP and ensure the enhanced Night Vision Google (NVG) is compatible with the solid-state LED CAP. The new CAP is expected to have higher reliability, reduced maintenance cost, lower cost per unit, and improved performance that is functionally superior to the legacy units. This effort is for an estimated quantity of 37 units: 2 for testing purposes; 2 for validation/verification; and production of 33 retrofit units. This action is being awarded on a sole source basis to Battelle Memorial Institute in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because Battelle owns the design, technical data, and possesses the detail knowledge making the company the only qualified one to perform the NRE, validation/verification, and production of the retrofit units in a timely and cost efficient manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
