- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends solicit proposals under solicitation number NRC-HQ-7G-14-R-0002 for a procurement to provide the NRC with International Regulatory Assistance. The solicitation will be competitive and set-aside for certified vendors under the 8(a) Program. The NAICS code is 541330 with a size standard of $14 million. The contact type will be time-and-materials. Background The NRC has been providing regulatory assistance and support to its international counterparts since 1991. The general areas where NRC has focused its technical safety and security assistance and training efforts include currently operating nuclear power and research reactors, nuclear power plants planned or under construction, radioactive waste, nuclear fuel cycle, radioactive sources and fissile materials. At the present time, work involving select countries of the Commonwealth of Independent States, the Middle East, Europe, Latin America, Africa and Asia is either underway or planned for the near future. Continuation of these efforts is anticipated for the next five years, and new needs will likely arise. Currently the NRC's Office of International Programs (OIP), is responsible to support the adoption and implementation of international nuclear safety and security regimes. Objective The objective of this procurement is for a contractor to work with OIP to strengthen global nuclear safety and security by supporting efforts of international regulatory counterparts to enhance their regulatory oversight of the use of nuclear and radioactive material. Scope The Contractor shall provide personnel with specific technical and scientific expertise, including research and development and training, applicable to nuclear safety and security regulations, including operating nuclear power plants, nuclear power plants planned or under construction, radioactive sources, materials and waste, to assist the NRC's Office of International Programs staff in providing a continuous and uninterrupted transfer of nuclear-related assistance to select countries of the Commonwealth of Independent States, the Middle East, Europe, Latin America, Africa and Asia. The Contractor shall also work with OIP to assist international regulatory authorities in: 1) Achieving goals and objectives identified in the International Atomic Energy Agency's (IAEA's) Nuclear Energy Series NG-G-3.1 "Milestones in the Development of a National Infrastructure for Nuclear Power;" 2) Adopting and implementing the IAEA-sponsored "Code of Conduct on the Safety and Security of Radioactive Sources;" 3) Adopting and implementing the IAEA-sponsored "Code of Conduct on the Safety of Research Reactors" 4) Implementing the IAEA's post-Fukushima Nuclear Safety Action Plan 5) Developing and implementing nuclear safety and security regulations, licensing, and inspection programs for nuclear power reactors, research reactors, and fuel cycle facilities patterned after NRC and other internationally accepted practices and methodology; and 6) Developing and implementing nuclear safety and security regulations, licensing and inspection programs for accountancy, control, and physical protection of nuclear materials (including radioactive sources) and physical protection of nuclear facilities. Specific activities the contractor may be asked to support include: program planning and management; development of a country-specific legal basis needed for regulatory oversight of new and/or existing nuclear power plants; development of model and/or country-specific regulatory requirements covering the design, licensing, construction and operation of new or existing nuclear power plants; review and development of regulatory, legislative and technical bases for oversight of nuclear and radioactive materials and waste; development of a national database (registry) of radioactive sources and enhancing day-to-day oversight of radioactive sources. In addition, the contractor will be required to provide training; coordination of ongoing and/or planned assistance-related activities. The contractor will also be tasked to provide travel arrangement services for invitational travelers of the international regulatory authorities that will be assisted through the resultant contract. Contractor personnel will act independently and not as an agent of the U.S. government. Place of Performance The place of performance is the contractor's location. Additionally, extended stays in the country receiving assistance by contractor personnel may occasionally be required (usually one person). A list of the initial places where performance should be expected are: Guatemala, Costa Rica, Panama, Colombia, Bolivia, Paraguay, Uruguay, Zambia, Uganda, Jordan, Egypt, Mauritius, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, Japan, China, South Africa, Chile, Thailand, Vietnam, Philippines, Indonesia, Malaysia, Poland, Bangladesh, Mongolia, Denmark and Namibia. Period of Performance The period of performance for this procurement is one 3 year Base Period, with one 2-Year Option Period. Additional Information The solicitation will be released on or about April 11, 2014 with closing date on or about May 12, 2014.
