- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Negative replies are also sought. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 336360. The Small Business size standard for this NAICS code is 500. U.S. Army Medical Research Acquisition Activity (USAMRAA) is conducting market research to determine the existence of potential sources to meet the requirement to purchase emergency vehicle parts under a comprehensive service agreement that will provide ordering parts, installation, repair and maintenance for an 18 vehicle fleet split evenly amongst Fort Detrick, MD and Forest Glenn, MD. Below is the requirement USAMRAA is conducting market research for. Under a comprehensive service agreement the contractor will be expected to provide installation, repair and maintenance of the vehicle fleet by ordering and providing parts as needed throughout the year. The contractor is required to conduct installation, repair and maintenance at their facility and have the capability to hold vehicles overnight or until work is complete. The comprehensive service agreement is for one-year and includes the following requirements: - An initial inspection of entire fleet to bring all vehicles up to date. - On-site visits by service technicians once a quarter for any service, maintenance or repair. - Covers all labor, travel and parts for on-site visits. - Ability to schedule appointments as needed for any service, maintenance or repair that arises between site visits. - Provide service, maintenance and repair of all vehicles outfitted by awardee with reinstalled parts. - Awardee will work with vender at all times to provide replacement for warranty parts and awardee will provide labor for replacement of those parts. - All equipment should be covered under the standard manufacture warranty. - Parts that are outside of the manufacturer warranty will be billed to the government and awardee will provide all labor to de-install and/or re-install new parts. - Facilitate emergency requests as needed within 24 hours of notification. The contractor will purchase parts for the upkeep of the fleet. Installation must be completed NLT 90 days from receipt of part. Emergency equipment installed will have a life-cycle of two to four years with 24 hour operations. As a result, 90% of the fleet must be operational at all times. Contractors need to be able to supply the below mentioned parts. All parts must be compatible with GSA police issued vehicles; Chevrolet. This list is not all inclusive; the government reserves the right to order replacement parts as life-cycle equipment becomes out-dated or obsolete.
