- Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This request is for market research (FAR Part 10) purposes to determine potential businesses capable of providing the product described herein. Respondents should note that the Government will not return any information submitted in response to this request. The Government is not responsible for any costs incurred by respondents providing information to this request. Respondents must submit capability statements that clearly define the firm's ability to perform the service stated. Responses must include the company name, address, business size, CAGE Code, DUNS number, and point-of-contact name, phone number, and e-mail address. The capability statement package may be sent by email to lillian.d.parhm.civ@mail.mil or mail to Lillian Parhm, Contract Specialist, MICC-Fort Lee, 1830 Quartermaster Road, Fort Lee, VA 23801. Submissions must be received no later than 4:00 p.m. ET on April 28, 2014. Questions or comments regarding this notice may be addressed to Lillian.d.parhm.civ@mail.mil. The requirement is to provide comprehensive study material and testing needed to assist 91B, Wheeled Vehicle Mechanic graduate Soldiers in taking and passing a nationally recognized automotive certification test within the commercial industry. The Institute for National Automotive Service Excellence (ASE) certification is the certification desired. The intent is for Soldiers leaving the Army to be certified in the area in which they are trained and experienced, enabling them to find high-quality jobs. Credentials must be nationally recognized accreditation of automobile mechanics. This requirement is not to provide on-site training to soldiers; but, to provide necessary materials and support packages with product keys for students to access ASE certification material online and take test online.
