- PWS for RFI Subject: Request for Information (RFI), the Marine Corps Authorized Organizational Communication Tool (AOCT). PURPOSE: This is a Request for Information (RFI) only for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately in GSA Advantage. This RFI is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain customization, training, and technical support services to support the Marine Corps Authorized Organizational Communication Tool (AOCT) requirements. Operations will occur at Marine Corps installations around the world with daily management provided by Headquarters Marine Corps Family Readiness staff. Requirements will exist for the Contractor to provide customization, training, and technical support services to assist the designated unit administrator in managing their AOCT sites under Family Readiness. This RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. BACKGROUND: The objective of the AOCT is to provide a more secure way for Commanders or their designated representatives to communicate with their unit's Marines, Sailors, and invited family members. Each unit at the battalion and squadron level is required to have and maintain a unit AOCT site. Each unit has a designated Family Readiness Office (FRO) Administrator who, at the direction of the Commander, is responsible for maintaining the information on their unit site. CORE OBJECTIVES TO BE ACCOMPLISHED 1. Customize current system to provide a more user friendly and streamlined look and feel for FROs and family members. 2. Allow an easier way for FORs, Marines and family members to subscribe to and change unit sites. 3. Accommodate unit-based customization and provide a standard template that is customizable at the HQ Administrator level. 4. Allow multiple user levels that can be customized at the HQ Administrator level. 5. Create unit and hierarchical analytic reporting functions and reports that capture access and use in real time. 6. Create, maintain, and provide training on system customizations, including Computer Based Training (CBTs) and user manuals. 7. Create a mobile application to allow easier access to AOCT announcements, photos, calendar events, forums, approval functions, etc. 8. Allow multiple methods of communication at the homepage and each unit site, including but not limited to: forums, polls, surveys, chat, text capability, video and photo upload, email to different user levels, notifications with customization, etc. 9. Sustain current functionality including CAC access, time out warning, and other important functions. 10. Enhance current registration process to be more user-friendly and efficient. 11. Create a volunteer tracking database that can be managed at the unit and Headquarters levels. INSTRUCTIONS: Responses to this RFI shall not exceed 15 pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Three customer citations describing similar work efforts; (3) Other material relevant to establishing the core competencies of the firm. Please identify Large/Small Business size status. (4) Commercial pricing list or other pricing information. A response is due by 4:00 P.M., Eastern Standard Time (EST) on 11 April 2014.
