Description

Amended Synopsis N00189-14-T-0091 The NAVSUP Fleet Logistics Center (FLC) Norfolk, Norfolk, VA 23511-3392 intends to award a Sole Source Indefinite Delivery Indefinite Quantity-type contract with Firm Fixed Price provisions for United States Air Force (USAF) Honor Guard Parade Dress jackets and trousers supplies as required by the United States Air Force Honor Guard, 50 Duncan Avenue, Building 7101, Joint Base Anacostia Bolling, Washington D.C. 20032. This requirement will be sole sourced to DeMoulin Brothers and Company, 1025 South 4th Street, Greenville, Illinois 62246. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The supplies will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Part 13.5- Test Program for Certain Commercial Items and FAR Subpart 16.5 “ Indefinite Delivery Contracts. The requirement to procure USAF Honor Guard Parade Dress jackets and trousers will consist of a twelve-month base period of performance that will commence on or about 12 June 2014 and conclude on 11 June 2015. The requirement will also include option provisions to incorporate four one-year option periods thereafter that would conclude on 11 June 2019. The North American Industry Classification System (NAICS) code for this acquisition is 315220, Men ™s and Boys ™ Cut and Sew Apparel Manufacturing, and the Size Standard is 500 employees. A complete Request for Quote package will be available for downloading at the following websites: http://www.neco.navy.mil, and www.fbo.gov on or about 17 April 2014. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. This office will no longer issue hard copy solicitations. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign offeror for work to be performed outside the United States. Lack of registration in SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at http://www.sam.gov.
