- Pre-solicitation Notice: Microwave Telemetry This proposed contract action is for IT Maintenance Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to Microwave Telemetry located in Columbia, Maryland. No other supplies or services will satisfy the government's needs. Microwave Telemetry is the only manufacturer of the GSM Transmitter. This is a requirement of the USDA-APHIS,WS in Springfield, Illinois. This notice of intent is not a request for competitive proposals. However all proposals received within 3 calendar days after date of publication of this synopsis will be considered by the Government. USDA has need of GSM telemetry equipment to be used in studies of Red-tailed Hawks that will include a Transmitter. The Government is looking for the following specifications:Dimensions: L 66 mm x W 23.1 mm x H 22.1 mm Weight: 30 grams Attenna: Hard nylon coated flexible stranded marine grade stainless steel, 3.35" (85mm) long, protruding from the back edge of the transmitter 45 degrees to the bottom face. Construction: Lightweight glass-reinforced epoxy composite material, plated on the inside with a continuous metal coating. The final seal shall be a metal-to-metal solder. Hermetically sealed to deter the effects of changes in temperature and humidity that includes sensors to measure temperature,battery voltage, animal activity, as well as a twelve channel GPS receiver that senses position, altitude, heading and speed.General Electrical Specifications shall include maximum power output: 2W Quad band at 850/900/1800/1900 MHzOperating temperature range: -150 to 45 Deg C.The required features shall include the following:Internal micro-power GPS receiver,GPS horizontal accuracy + 18 mGPS vertical accuracy + 22 m,GPS resolution 0.00001 degree(approximately 1 m at the equator)Microprocessor controlled battery charge management that allows the transmitter to charge during the day and collect data and transmit at night,Dynamically adjusting GPS fix rate and the rate of fix acquisition must increase with higher battery voltage but decrease with lower battery voltage. Transmitter must archive up to 258,000 locations. Configured for backpack attachment with an operating lifetime of up to 3 years and comes with an One year warranty against electronic failure. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
