- STANDARD OPERATING PROCEDURES, STATEMENT OF WORK AND WAGE DETERMINATION ATTACHED. PAGE 32 EVALUATION CRITERIA, PAGE 34 IS THE CONTENT OF BID PACKAGE INSTRUCTIONS. The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and Atlantic Oceanic and Meteorological Laboratory in Miami, FL intend to acquire a full-service vendor capable of independently collecting samples NOAA's Atlantic Ocean Acidification Test-Bed (AOAT) located at Cheeca Rocks, offshore of Lower Matecumbe Key, Florida. Vendor must deliver the samples to AOML on a monthly basis, assist in Annual MAP CO2 buoy refurbishment and provide support for quarterly field trips required of the AOAT program. All work must be conducted according to applicable standards. Period of performance: Base year and 4 options. In December of 2011, NOAA deployed a ‘MApCO2' buoy and established an Atlantic Ocean Acidification Test-bed (AOAT) site at Cheeca Rocks, Florida. The Cheeca Rocks buoy is part of the Atlantic Ocean Acidification Test Bed, funded by NOAA's Coral Reef Conservation Program. The Florida AOAT includes studies of coral community productivity and calcification rates, along with coral growth and bioerosion rates, and tests advanced technologies for monitoring seawater carbonate chemistry, ocean acidification, and the associated impacts to coral reef ecosystems. Understanding how coral reef communities interact with the surrounding chemical environment is critical towards improving understanding of how ocean acidification unfolds within local ecosystems. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
