This is for planning purposes only. The 766th Specialized Contracting Squadron plans to award a contract for on-site operations and sustainment support of the Misawa/Osan/Kunsan/Kadena Instrumented Training System (MOKKITS). The current contract providing these services expires on 31 March 2014 and HQ PACAF/A3OK requires follow-on operations and sustainment support for MOKKITS. OS services for Contractor Furnished Equipment (CFE) air combat training pods, hardware, software and sustainment of both CFE pods and Government Furnished Equipment (GFE) pods. The pods are flown on fighter aircraft where they record mission parameters, to include classified weapons buss data, which is then used to develop post-mission debriefing for aircrews. MOKKITS facilitates air combat training for aircraft assigned to Pacific Air Forces (PACAF), United States Air Force (USAF), aircraft training within PACAF's area of responsibility (AOR), with aircraft from other components of the armed forces of the United States, and Allied aircraft. MOKKITS supports unit or component training proficiency requirements as well as single-service, joint, bilateral and combined force exercises. MOKKITS Operations tasks include aircraft upload/download of the airborne subsystems (pods), AN/ASQ-T34 and AN/ASQ-T503; pre-mission and post-mission preparation with Data Transfer Devices (DTDs); and preparing mission files and operating the Individual Combat Aircrew Display System (ICADS during aircrew debriefings). MOKKITS Sustainment provides operational AN/ASQ-T34 (GFE) and AN/ASQ-T503 (CFE) pods compatible with air combat training systems of all Allies within the Pacific AOR. The contractor also provides a Surface Instrumented Sub-system (SIS) / Real Time Server (RTS) at Kadena AB. The Contractor provides all management, labor, equipment, (hardware and software), engineering, materials (including Data Transfer Device (DTD), umbilicals, buffer adapters, etc.), tools, transportation, and supplies necessary to conduct maintenance and sustainment of the MOKKITS pods, SIS, and RTS. The period of performance/contract completion time is anticipated to be a period of 3 months. The North American Industry Classification System (NAICS) code is 334511 with a Small Business size standard of 750 employees. The Government intends to award without discussions.
