Description

VA245-14-B-0106- The Department of Veterans Affairs is seeking prime contractor construction services to provide all labor, materials, tools, equipment, and supervision for project no. 613-12-114 Replacement of Chiller Plant Transformer at the VA Medical Center, Martinsburg, WV 25405 in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Work includes, but is not limited to, Phase 1). Removal and replacement of the indoor switchgear. Provide disconnection and reconnection of the existing outgoing feeders from the switchgear and disconnection and temporarily reconnection of the existing main incoming feeders from the transformer to the new main breaker in the new switchgear. Extend existing indoor equipment pad as indicated. Phase 2). Replacement of the outdoor transformer, associated primary switch, primary cables as indicated and installation of the 5000 Amp bus duct from the new transformer to the new indoor switchgear. The existing underground secondary feeder cables from the transformer to the indoor switchgear shall be removed. Abandon existing secondary underground conduits. Extend existing outdoor equipment pad, provide new water-tight opening in exterior wall to accommodate new bus duct, and provide new finishes in areas disturbed by installation of new bus duct. Work performance shall not begin until on or about November 1, 2014 pending appropriate temperatures for removal and replacement of equipment. Estimated construction cost range is between $1,000,000.00 and $2,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and www.sam.gov/portal/public/SAM/ to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit bids/offers. SDVOSB firms that submit bids/offers on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on or about April 24, 2014 @ 10:00 a.m. local time at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405, Building 308B Conference Room. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor's pass from Building 500 main lobby reception area. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: angela.burger@va.gov). The deadline for questions pertaining to the solicitation will be on or about May 1, 2014 @ 1:00 p.m. local time. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about April 10, 2014. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. Bid opening date is on or about May 13, 2014 @ 1:00 p.m. local time. This procurement is subject to availability of funds.
