- Special Notice Synopsis: This is not a solicitation or request for proposal/quote. General Information: The Program Manager, Light Tactical Vehicles (PM LTV), Program Executive Officer Land Systems (PEO LS) Marine Corps, invites interested industry representatives to participate in the High Mobility Multipurpose Wheeled Vehicle (HMMWV) Sustainment Modification Initiative (SMI) Industry Day II from April 7, 2014 through April 10, 2014. Description: PM LTV will host HMMWV SMI Industry Day II as part of market research efforts in order to provide information on the HMMWV SMI program and solicit feedback. PM LTV will present a synopsis of the combat developer's chosen concept vehicle for the Engineering and Manufacturing Development (EMD) Phase of this requirement. PM LTV anticipates feedback from industry on the draft requirements documents made available via Federal Business Opportunities under solicitation number M67854-14-R-0218. Draft documents include the SOW, CDRL's, and PSpec. As part of Industry Day II, two (2) Operational Concept Vehicles will be available for inspection (Performance variant and a Durability variant). Each registered vendor will be given a one (1) hour pre-set timeslot in order to conduct an inspection of the vehicles. Due to time constraints, inspection times will be assigned on a first come basis. As part of HMMWV SMI Industry Day II, vendors will be allowed to submit questions in response to the draft requirements documents; the government presentation; and their inspection of the Concept Vehicles. PM LTV may not be able to address all questions in detail during the industry day, given time constraints for the event. All questions must be submitted no later than 2:00pm Eastern Standard Time on Monday, 14 Apr 2014. Questions received after that date will not be answered. All questions and answers received within the timelines established will be posted on the Federal Business Opportunities (FBO) website. Vendors may submit questions via email to the program's Contract Specialist, Mr. Andrew Fonda at andrew.fonda@usmc.mil. The schedule for Industry Day II will be as follows: •· Thursday April 3, 2014 1300 EDT : Vendor registration closes. •· Monday April 7, 2014 0800-1600 : Concept Vehicle inspection for vendors at Transportation Demonstration Support Area (TDSA) (1hr time slot per vendor). •· Tuesday April 8, 2014 0800-1600 : Concept Vehicle inspection for vendors at TDSA (1hr time slot per vendor). •· Wednesday April 9, 2014 0800-1200 : Concept Vehicle inspection for vendors at TDSA (1hr time slot per vendor). •· Wednesday April 9, 2014 1300-1600 : Government presentation at Marine Corps Base Quantico, Little Hall. •· Thursday April 10, 2014 0800 -1600: Individual Government/Industry breakout sessions will be held at Booze Allen Hamilton Aquia Office. Event Locations: Transportation Demonstration Support Area (TDSA): Marine Corps Systems Command/PEO-LS Bldg 28009 George Mason Rd., Quantico; MCB, VA, 22134 Little Hall: Onboard Marine Corps Base Quantico (main side). Booze Allen Hamilton: 475 Aquia Towne Center Drive, Room 219E, Stafford, VA 22554 Registration to attend HMMWV SMI Industry Day II is mandatory. Registration will commence as of the posting of this notice, and will end on Thursday, April 3, 2014 at 1300hrs EDT. Registration for this event shall be via email only. Interested parties shall submit the following to Ms. Jamie Bohl at, jamie.bohl.ctr@usmc.mil no later than 1:00pm Eastern Daylight Time on Thursday 3 Apr 2014: Business name and address, attendee name(s), company point of contact (email and phone), DUNS/CAGE code, North American Industry Classification System (NAICS) code(s), small business status, and proposed vendor status (prime contractor or sub-contractor). NAICS code for this effort is 336120, Heavy Duty Truck Manufacturing, Size Standard 1,000 employees. Vendors shall indicate their business size based upon NAICS code 336120. Industry Day II participation is limited to vendors registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/#1. As part of the registration process all attendees will be required to sign a Non-Disclosure Agreement and a Hold Harmless Agreement. Prime Vendors (those who can offer a total system solution) will be invited to attend individual breakout sessions on 10 Apr 2014 at Booze Allen Hamilton. The Government will meet only with potential prime vendors (i.e., those offering a total system solution) to discuss the HMMWV SMI / EMD effort draft Statement of Work (SOW), Contract Data Requirements List (CDRLs), Performance Specification (PSpec), and additional questions. Prime vendors may bring their sub-contractors into the room. Sub-contractors may not schedule their own "appointment" with the government. Breakout sessions will be limited to 50 minutes each. Vendors will not be reimbursed for any direct or indirect costs associated with attending this industry day.
