- This is a sources sought announcement only seeking Small Business responses in order to determine Small Business participation. This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. The Department of the Army, Mission Installation and Contracting Command (MICC), Fort Eustis, Virginia is only seeking small businesses that are interested and capable of performing the work described herein. This sources sought is intended to be a small business set-aside. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This is not a request for proposals and in no way obligates the Government to award any contract. Requirement: Provide support to the Tactical Vehicles Product Support Integration Directorate (TV PSID) Watercraft Inspection Branch (WIB) for sustainment logistics planning and execution through support services from a contractor. The support services include: Program assessment and management information services; surge marine logistics and surveyor duties and sales/exchange program services. Specific taskings will be delineated as either definitive or optional. The TV PSID of the Integrated Logistics Support Center (ILSC) provides acquisition and sustainment logistics planning and management support to the U.S. Army Tank-automotive and Armaments Command (TACOM) and to the Product Director, Army Watercraft Systems (PD, AWS) in support of U.S. Army WIB, Watercraft units, Army Prepositioned Stocks (APS), their higher headquarters and other supporting activities worldwide. Services to be provided in this sources sought will be for a quote mark Nonpersonal Services Contract quote mark as defined in FAR Part 37.101. a. Support includes activities such as sustainment management, assisting in the preparation of Material Fielding Plans, supportability elements of Test and Evaluation Plans, Material Requirements Lists, and other documents associated with the acquisition and fielding of new equipment and modification of existing equipment. It includes Fleet Management of Army Watercraft. It includes participating and leading in the Army Watercraft Life Cycle Management Sustainment Strategy and Planning. b. Support to the operational watercraft in the field includes planning and executing the Army Watercraft Life Cycle Management Sustainment Maintenance Program; responding to special supportability requirements and readiness issues and assisting the ILSC with defining and implementing operating and support costs. c. Travel may be necessary to perform the required service. Annual travel may be required to the east and west coasts; Yokohama, Japan and Kuwait. A Theater Business Clearance is required to perform this service while in Kuwait. It is the contractor's responsibility to acquire the required credentials needed to gain access to Kuwait Naval Base. The entry requirements are being enforced by the Kuwaiti Navy Security Force. The intended award will be for a firm-fixed price contract with a base year and four one year options. The options will be exercisable at the discretion of the Government. If required to be performed, funding will be provided and a modification issued to execute the Optional Tasks. The North American Classification Code is 541330, Marine Engineering Services. Place of Performance: U.S. Army Tank-automotive and Armaments Command, Warren, MI 48397-5000 and other potential places of TACOM watercraft support activities including, but not limited to, Fort Eustis, Virginia; Yokohama, Japan; and Kuwait. Interested contractors can submit their credentials along with a Capability Statement. Capability Statements should include your firm's business size (8(a), HUBZone, WOSB, VOSB, SDVOSB, Large, etc.), general background information (including your DUNS number or CAGE Code and number of employees), experience, qualifications, revenue for the last three years and any industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to applicable contract numbers. Documentation of expertise and experience must be presented in sufficient detail for the Government to determine that your firm possesses the necessary credentials/ expertise/experience to compete for this acquisition. The criteria that will be used in making the initial evaluation will be Best Value to the Government.
