Description

Note: This Market Survey has been amended on 3/27/2014 from the original posting on 3/26/2014 to reflect changes to the NAICS code. The NAICS code is hereby changed from 541330 (Engineering Services) to 541513 (Computer Facilities Management Services). After further review of the NAICS code originally posted, it was determined that 541513 was a better fit for the scope of work as described in the draft Statement of Work. 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for National Airspace (NAS) Laboratory Support Services as outlined in the Draft Statement of Work (SOW). These services will be supporting the Laboratory Operations and Scheduling Branch at the William J. Hughes Technical Center in Atlantic City, NJ. 2. Incumbent Contractor N/A 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The FAA anticipates the procurement to be set-aside for competition among small business concerns. This determination for the level of competition will be based on the results of this market survey. Please note: Based on the current FAA guidance to utilize existing multi-award vehicles whenever practicable, the responses to this announcement will be a determining factor regarding whether the use of an existing multi-award vehicle is appropriate. 4. Standard Language Interested companies are reminded that “ (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 541513 (Computer Facilities Management Services) with an applicable size standard of $25.5 Million. 6. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) technical approach, (iii) corporate experience with this type of work in a campus setting, (iv) any additional information to assist the FAA in planning the acquisition strategy (v) if your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so The capability statement should not exceed five (5) pages in length. (b) Business Declaration “ Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals All submittals must be received via email at Benjamin.Tarr@faa.gov no later than 5 PM (EST) on April 9, 2014. Vendors must contact the Contracting Officer, Benjamin Tarr, with any questions regarding this market survey via email only at the email address above. 8. Other (a) The FAA will not be conducting a site visit prior to submittals in response to this market survey announcement. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (c) The FAA anticipates releasing the SIR in the months to follow the Market Survey. 9.
