- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is conducting this sources sought as market research to determine the capabilities of qualified 8(a) sources that clearly demonstrates their capability, experience and qualifications relative to the draft statement of work. In accordance with FAR 52.219-14 ?Limitations on Subcontracting?, address the firm?s capability to meet the 50% contract performance requirement. This procurement will utilize NAICS Code 541712, with a size standard of 500 employees. The information submitted will be evaluated and used to determine whether or not this procurement can be set aside for 8(a) companies. EPA intends to award a contract to provide services that includes operating and maintaining the National Health and Environmental Effects Research Laboratory (NHEE RL) Animal Care Facilities, laboratory animal husbandry, cage washing and sanitizing, technical assistance and quality control/quality assurance necessary to conduct all animal related research projects required by EPA scientists. The contract will contain an optional task to furnish from required sources approximately 5,000 rats annually, 3,000 mice annually, 100 adult zebra fish and 2,500 fish embryos annually. The work is performed in Building A (41,009 ft2) and a small satellite facility (110 ft2) on the main EPA campus located in Research Triangle Park, NC. The average daily animal census based on the previous four years is approximately 4,000 rodents, nine racks of fish, and a few rabbits. The total number of animal cages changes on a weekly basis averages between 3,000 and 4,000. The total number of incoming rodents has averaged 8,300 per year over the previous four years.
