- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Large and Small Businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business) and (g) a capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. The Department of Veterans Affairs Network Contracting Office 22 is seeking sources for a potential contract for Diagnostic Radiologic Technologist (DTR) services to include a CT Technician, Diagnostic Radiology Technician, and a Diagnostic Mammography Technician for the Radiology department located in the VA San Diego Medical Center. Services are to be provided on an "as needed" basis, necessary due to vacancies, increased workload and staff leave. Personnel assigned by the Contractor to perform services covered by this contract must be ARRT (American Registry of Radiologic Technologist) certified and be licensed by the State of California. Mammography personnel must be accredited by the ARRT in Technologist for Magnetic Resonance Imaging (MRI) and Computed Tomography(CT), personnel need a minimum of two years' work experience in the specialized modality and be able to work with minimal or no supervision. Picture Archiving Communication System (PACS) experience is required, Afga PACS experience is preferred but not required. The qualifications of such personnel shall be subject to review by the VA Chief of Staff and approval by the VA facility Director. Personnel assigned by the contractor must have graduated from an accredited JRCERT (Joint Review Committee on Education of Radiologic Technologist) program and have a minimum of two (2) years' work experience. Student internship and training time spent in a radiology setting does not count towards said experience. Within fifteen (15) days after notice of contract award, or when requested by the CO, ACO or COR, the Contractor shall provide written verification of contract health care provider's credentials to include the following: (1) Copy of ARRT certification and current California CRT license. (2) Fluoroscopy and BLS certificates (if applicable) (3) Copy of insurance certificate, evidencing worker's compensation and medical liability coverage It is the VA's intention to solicit proposals on a competitive basis for a Firm-Fixed Price contract. Proposed prices shall be all inclusive and will include technician fees, malpractice insurance, benefits and contractor's fees. The contract will be awarded as a base year (one year from date of award), with four (4) one-year renewal options that can be exercised at the option of the Government. This solicitation will be issued as a commercial item in accordance with FAR Part 12 and FAR Part 15. NAICS is 561320. The solicitation is expected to be issued on or about 05/01/2014 with responses due on or about 05/30/2014.
