Description
1.CONTRACTING ACTIVITY: The contracting activity for this action is the US Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD). 2.DESCRIPTION OF ACTION: This approval is being requested for a firm-fixed price commercial award to Agilent Technologies, Inc., 2850 Centerville RD, Wilmington, DE, 19808-1610. USAMRAA will issue a service award as authorized under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. 3.DESCRIPTION OF SUPPLIES/SERVICES: USAMRICD has a requirement for the delivery of preventive maintenance (including software) and remedial repair support services for the Agilent Bravo Liquid Handling Platform. The current Bravo platform, 384ST and 96LT heads, and VWorks software all function properly and are currently being used. Award will be issued with a 12-month base period and four option year periods. 4.AUTHORITY CITED: This procurement is being conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). 5.REASONS FOR AUTHORITY CITED: Agilent is the manufacturer of the Agilent Bravo Liquid Handling Platform. Agilent field service employees are factory trained and therefore uniquely qualified to repair and maintain the highly complex, multiple, and in some cases proprietary systems that comprise these state of the art instruments. Repairs will be completed using components and repair parts manufactured specifically for Agilent to ensure that the instruments are maintained to factory specifications. Service performed by someone other than Agilent authorized support would invalidate Agilent warranties. 6.EFFORTS TO OBTAIN COMPETITION: Not applicable. No competition will be obtained as Agilent is the only source that can satisfy the Government's requirement. 7.ACTIONS TO INCREASE COMPETITION: It is the policy of USAMRAA to promote the use of competitive procedures whenever and wherever possible. Market research with future procurements of this nature will include a search for competitive suppliers that can provide specific products that can meet the Government's minimum requirement. 8.MARKET RESEARCH: Field service engineers employed by Agilent are uniquely trained and qualified to service and maintain the platform to factory specifications using manufacture replacement parts and components. This knowledge base and experience cannot be duplicated by other vendors. Market research is continuous. Technical personnel conducted web searches and reviewed vendor specifications for this requirement. Since this research is on-going, other potential vendors were cost prohibitive and would require substantial duplication of effort. 9.INTERESTED SOURCES: Agilent is the only source capable of completing the services as indicated above. No other sources have expressed interest in this requirement and no other sources are known that can satisfy the Government's requirement. A notice of intent to sole source this action will be posted to FedBizOpps. Any response to the notice shall be considered prior to issuance of an award, though no responses are expected to be received. The resultant award planned is W81XWH-14-P-0190 which includes a 12- month base year and four option years. 10. OTHER FACTS: A trade-in value for these instruments is only applicable if the warranty is maintained. The trade-in value is contingent upon the instruments remaining under a service contract with Agilent until they are uninstalled. The resultant award for this approved document will be W81XWH-14-P-0190, which includes a 12-month base year and four optional service years.
