Description
Synopsis Attachment/Requirements The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13.5) with PerkinElmer Health Sciences, 710 Bridgeport Avenue, Shelton, CT, 06484-4794, as the only responsible source that can provide PerkinElmer chemical laboratory analysis equipment to the Center for Domestic Preparedness (CDP), in Anniston, AL. PerkinElmer is the original equipment manufacturer (OEM) of the existing air monitoring equipment that is located in the Chemical, Ordinance, Biological, and Radiological Training Facility (COBRATF) at the CDP. Additional equipment is required in order to maintain a satisfactory level of air monitoring proficiency. The COBRATF requires two each Clarus 580 Gas Chromatograph (GC) systems and accessories (specific item numbers and quantities attached). The Clarus 580 GC is a GC/ATD/ALS system manufactured and distributed solely by PerkinElmer Health Sciences, Inc. and designed to automatically prep and desorb the COBRATF's 6mm-OD stainless steel Depot Area Air Monitoring System (DAAMS) tubes without any manual manipulation. The COBRATF also requires the GC/ATD/ALS systems' GC columns to switch from ATD to ALS without the need to manually move the columns from one inlet to the other. Since the GC/ATD/ALS systems will be used on a daily basis, the capability to desorb and analyze a minimum of 50 samples is essential to support operations. The GC/ATD/ALS systems must also be equipped with a Flame Photometric Detector that is sensitive to phosphorus compounds. The GC/ATD/ALS system that best meets the specific laboratory requirements of the COBRATF is limited on the commercial market to PerkinElmer Health Sciences, Inc. Competing vendors provide nearly comparable systems; however, the systems analyzed through research of the marketplace do not meet the requirements for automated decapping (i.e., prepping) and desorption of the DAAMS tubes utilized in the COBRATF's air monitoring program. Notably, the DAAMS tubes utilized at the COBRATF, configured with pin clips and PTFE caps, are required per the COBRATF's laboratory operations and protocols. In addition to the above information, if this requirement was awarded to a supplier other than PerkinElmer, there is an anticipated duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures for (IAW FAR 13.5 Test Program for Certain Commercial Items). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same instruments, meeting the same specifications. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Laura Harshbarger at laura.harshbarger@fema.dhs.gov. Statements are due by 12:00 PM EST, April 7, 2014.
