- This presolicitation notice, in accordance with Federal Acquisition Regulation 5.204, is issued by the National Ground Intelligence Center (NGIC) to announce the intention to issue a solicitation for National Ground Intelligence Center (NGIC) Production and Science and Technical Intelligence (S&TI) Software Programs (NPSP). Reference the Sources Sought Notice posted under W911W5-14-R-NPSP on 15 November 2013 and the RFI # MAC0071 posted to https://www.fbo.gov on 20 September 2013. All postings will now be made available under Solicitation Number W911W5-14-R-0002. This synopsis is issued by the National Ground Intelligence Center (NGIC) solely for informational purposes in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. It does not constitute a Request for Proposal (RFP) or a guarantee to issue a formal solicitation. The primary purpose of this notice is to increase competition, broaden industry participation, and assist small business concerns in obtaining contracts and subcontracts. If a formal solicitation is released, it will be publicized via the Army Single Face to Industry (ASFI) acquisition business web site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities website (https: //www.fbo.gov). It is the responsibility of the interested party to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and shall not be interpreted as binding on the Government in any way. The tentative date to post the solicitation W911W5-14-R-0002 to the FedBizOpps (https://www.fbo.gov) website is on, or about, 14 April 2014. Additional information, as it becomes available, will be posted to the FedBizOpps website as amendments to the announcement. It is incumbent upon all interested parties to review this website frequently for any updates and amendments to any and all documents. The acquisition strategy is to award a single contract for NPSP Support services. However, the Government reserves the right to make no award at all. The North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, with a size standard of $25.5M. The contemplated contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period and maximum ceiling of $49M. The Government anticipates issuing task orders with Firm Fixed Price (FFP) CLINs for labor and Cost CLINs for materials and travel. The projected award date for the basic contract is August 2014 with a transition period leading up to the first task order period of performance which begins 1 September 2014. The period of performance for the first task order is 12-months from date of award. The primary place of contract performance is the NGIC's facilities in Charlottesville, VA. The NPSP requirement is for services supporting software engineering for major intelligence production applications, operations and maintenance support for legacy intelligence production applications, information assurance support to include ICD 503, DCID 6/3, DIACAP and CON process, requirements management, and cloud integration. The Government requirement includes support for the following areas: 1.Operations and Maintenance The government requires support to maintain legacy applications through quarterly patch releases, IAVA updates and technology refreshes based on core infrastructure changes. The NGIC currently deploys multiple different web servers that support JAVA or.NET and multiple database management systems. The NGIC has roughly 10 applications that will require this support. 2.Software Engineering The government requires software engineering support to increase and enhance functionality per mission requirements. The contractor will need to follow a standard software development lifecycle provided by the government to perform this work. Tasks might include re-architecting legacy applications to work with a newly identified architecture standard. In most cases the vendor will be working offsite and will need to show a robust software configuration management plan to reduce the risk of integration failures. 3.Information Assurance The contract will need to develop the appropriate documentation package per network requirements. The contractor needs to show experience in writing CON, ICD 503, DCID 6/3, and DIACAP. 4.Requirements Management The contractor will need to work with the government to develop a list of current and future requirements per industry standard best practices. Based on the government prioritization the contractor will communicate the set of requirements to the development for implementation and validate the requirement is implemented to the governments standards during IV and V. 5.Cloud Integration The contractor will need to migrate identified legacy applications to Army, DoD or IC clouds. The contractor needs to show experience in different cloud architectures and cloud data migration practices. The NPSP acquisition will be a best value procurement utilizing FAR Part 15 competitive procedures. Based upon market research, the Government will conduct the NPSP procurement as a Total Small Business set aside. The contracting effort will be performance-based in accordance with FAR Subpart 37.6. Performance requires a TOP SECRET contractor facility clearance. Contractor personnel performing under this contract shall be U.S. Citizens, have a final TOP SECRET clearance with a Single Scope Background Investigation (SSBI), and shall be eligible for indoctrination to the Sensitive Compartmented Information (SCI) level. Some positions may require a Polygraph examination if additional accesses are required. The contractor is responsible for obtaining all necessary security clearances for contractor personnel. This TOP SECRET level contractor facility clearance requirement may also apply to affiliates, team members, and subcontractors if they have access to classified information.
