Description
Navy Inactive Ships Office SEA21I This is a Request for Information (RFI) to determine industry interest in a proposed solicitation. This is not a request for proposals. Background: The Naval Sea Systems Command (NAVSEA) plans to issue a Request for Proposals (RFP) in the near term, for a firm fixed-price contract to dismantle the USS AVENGER (MCM 1) after its decommissioning in San Diego, CA on 30 September 2014, with an option in Fiscal Year 2015 for the dismantling of USS DEFENDER (MCM 2) upon being decommissioned on 01 October 2014. Both hulls will be stripped of re-usable equipment prior to decommissioning to support the remaining AVENGER Class vessels. A small portion of the equipment removal work for heavy items requiring commercial/industrial handling, packaging and shipping capabilities will be part of the proposed dismantling contract. The Contractor will be responsible for accepting custody of the vessel(s) in San Diego upon their decommissioning and move them to a facility to accomplish the equipment removal and dismantling work. The process for removing equipment and dismantling the vessel(s) must include the capability of removing them from the water in a safe, environmentally-compliant manner, thus all methods will be considered reasonable if the approach is described in a way that can be evaluated for technical acceptability. The Contractor will be responsible for the proper disposal of the wood hull, other solid and liquid wastes and any hazardous materials and/or wastes generated. The contractor will assume title to all scrap materials including anything able to be salvaged (sold) as a scrap commodity in a fully dismantled, non-reusable form. If the option is exercised for dismantling of USS DEFENDER, the circumstances and scope of work will be the same as USS AVENGER, and the Contractor would be expected to affect removal of the vessel(s) within 15 calendar days from date of award of the base contract and the option for second vessel. Description: The vessel USS AVENGER (MCM 1) is an AVENGER Class Mine Countermeasures vessel constructed between 1983 (keel laid) and 1987 (delivered). The principal characteristics of the vessel are length overall 224 feet, extreme beam 39 feet, maximum draft 15 feet, light ship displacement of 1,253 tons, and is constructed of chemically-treated wood except for propulsion engines and auxiliary equipment. The vessel is scheduled to be decommissioned on September 30, 2014 in San Diego, CA. The vessel USS DEFENDER (MCM 2) is an AVENGER Class Mine Countermeasure Ship, constructed between 1983 (keel laid) and 1989 (delivered). The principal characteristics, construction and outfit of the vessel are the same as AVENGER. Any weapon systems or components, or communications equipment that remains onboard either vessel upon transfer to the Contractor must be destroyed by rendering to "scrap" as opposed to being recovered as "reusable" as a part of this work. All dismantling must occur in the United States, preferably in the greater San Diego area within a radius of approximately 75 statute miles or equivalent nautical miles, however methods for transport beyond this perimeter will be considered based on the evaluation factors of technical acceptability, to include experience, price and any past performance ratings received relative to prior contracts. Due to equipment removals prior to decommissioning, the vessel(s) is (are) expected to be lighter than the lightship displacements of approximately 1,253 tons. The Contractor shall provide all personnel, equipment, tools, vehicles, materials, facilities, supervision, and other industrial property, plant, equipment and services to perform the scope of work described, in a manner which is safe for workers and the environment, and complies with all applicable Federal, State and local laws and regulations. The Contractor is highly encouraged to establish a partnership through subcontracting or other formal business arrangements that would include any companies designated by the U.S. Small Business Administration as HUBZone eligible and/or 8(a) certified for sharing in the accomplishment of this work. The Contractor shall have all valid permits and licenses necessary prior to performing the associated scope of work. The Contractor shall maintain valid permits and licenses throughout the period of performance of this contract and provide them upon request by the Government. The Contractor's workspace may be inspected periodically by personnel representing the procurement and/or the administrating agency and violations will be noted for possible reporting to regulating agencies at the Federal, State and/or local level. Correction of regulatory violations shall be the responsibility of the Contractor. Information requested: •1 1. Are you interested in competing on this proposed solicitation? •2. 2.
