Description
Scope of work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSAR Clause 3052.209-70 STATEMENT OF WORK USCG Maritime Security Response Team Mission Planning Course of Instruction (COI) 1. BACKGROUND. The United States Coast Guard's Atlantic Area (LANTAREA) provides properly equipped, trained, and organized Deployable Specialized Forces (DSF) to Coast Guard, Department of Homeland Security, Department of Defense, and inter-agency operational and tactical commanders. There are currently thirteen commands that are designated as DSF units under the operational control of LANTAREA and are considered the US Coast Guard's collective contingency force. One of the LANTAREA's most critical mission capabilities - interdiction at sea in support of counter-terrorism operations- resides with the Maritime Security Response Team (MSRT). The MSRT had received mission planning training from the Navy Expeditionary Combat Command (NECC), in conjunction with deploying Port Security Units, in prior years. However, due to a combination of the MSRT program maturation and re-tasking of NECC resources, the MSRT is now required to develop and support an internal tactical mission planning training course of instruction. 1.1 Contractor Personnel. Contracted instructor(s) shall have real world counter terrorism experience, specifically within the maritime environment. Other required experience includes former director of planning and operations within a Joint Special Operations Task Force operations center during maritime combat operations (i.e. Operations or Future Operations Officer of a Tier 3 staff or above). Instructor must be a graduate of a certified instructor training course with a minimum of 500 hours experience instructing mission planning. 2. SOW OBJECTIVE. The MRST Mission Planning COI contract will provide experienced and qualified personnel to develop, facilitate, and instruct mission planning in accordance with Joint Publication 5.0 and the USCG Advanced Interdiction Mission Planning TTP that will bring a doctrinally acceptable and standardized approach to the mission planning process supporting MRST operations for the unit's senior enlisted members and commissioned officers. 3. REQUIREMENTS. 3.1 Develop and draft a Course of Instruction in the form of a Lesson Training Guide to meet the SOW Objective. Provide staff support to: • Develop the MRST Mission Planning Course learning objectives and outline • Develop individual lesson content • Deliverable: an electronic version of MSRT Mission Planning Course Lesson Training Guide. 3.2 Develop day schedules and individual lesson presentations for a three-day classroom MSRT Mission Planning Course block of instruction. Provide staff support to: • Draft lesson content for classroom instruction in the form recognized and accepted training aids • Develop and draft a course critique • Deliverables: electronic versions of: o a daily schedule broken down by time and individual lessons o presentation material in support of classroom presentation o MSRT course critique. 3.3 Develop and draft a table- top exercise in support of the MRST Mission Planning Course. Provide staff support to: • Develop a maritime based scenario specific to MSRT mission in support of exercising course fundamentals and mission planning process during a table top exercise • Develop a master scenario events list (MSEL) to support the delivery and exercising of the table top exercise • Deliverable: electronic versions of: o table top exercise scenario o MSEL in support of the table top exercise. 3.4 Provide in-person instruction in support of a Pilot, 3-day MSRT Mission Planning Course to be held at the MSRT Headquarters or other Government directed facility based on deliverables identified in paragraphs 3.1, 3.2, and 3.3. 3.5 Provide instruction for up to two (2) follow-on MSRT Mission Planning Courses after completion of Task 3.4. 4. PROGESS REPORTS. The Contractor shall provide a twice-monthly report of project progress to include SOW individual requirements accomplishments and completed deliverables. Progress reports and contract deliverables shall be provided via UNCLAS e-mail attachments to: • Mr. Francis Mielkey, Francis.G.Mielkey@uscg.mil, USCG Maritime Security Response Team 5. PERIOD OF PERFORMANCE. Tasks 3.1 - 3.3 require completion within 90 days from date of contract award, dependent upon the government's ability to support Task 3.4 (pilot block of instruction); Task 3.5 within one year after completion of Task 3.4.   6. PLACE OF PERFORMANCE. Deliverables identified in 3.1, 3.2, and 3.3 shall be performed at the Contractor's facility. Meetings and/or working groups, and classroom instruction shall occur at the MSRT Headquarters (HQ) located at 1260 Shotgun Road, Chesapeake, VA 23322 or other government directed location. 7. TRAVEL REQUIREMENTS AND OTHER DIRECT CHARGES. The performance of this contract may require CONUS travel to and from various locations in the Norfolk, Chesapeake, or Virginia Beach, VA area. Travel required in support of the completion of SOW Requirements shall be identified in the Contractor's response proposal. All travel shall be submitted to and approved by the designated Government Contracting Officer Representative (COR) or other Government identified point of contact prior to commencing. All travel will be conducted in accordance with the Department of Defense's Joint Federal Travel Regulations (JFTR). 8. SECURITY. Contract personnel supporting the effort must have a minimum active secret security clearance. The work described by this document, to include hard copy or electronic working papers, correspondences, drafts, and final products, will not be classified higher than "For Official Use Only/Law Enforcement Sensitive". 9. GOVERNMENT FURNISHED EQUIPMENT. When the Contractor is working on-site at government facilities, the Government shall furnish the Contractor with: • access to facilities as required during the course of instruction and site visits • the necessary documents, instructions, and information to fulfill the requirements in paragraph 2 and 3. • classroom or appropriate alternative • means to project or display slides and learning material in larger view • access to an unclassified computer • basic teaching aids (white boards, erasers, markers) • printed learning material in support of the class • access to a work space (or suitable alternative) during the class block of instruction periods.
