- Standard Form 330: Architect-Engineer Qualifications Past Performance Questionnaire Scope of Work for Architect-Engineer (A-E) dated March 27, 2014 Solicitation Number: GS-2P-14-DT-C-0002 REQUEST FOR TECHNICAL PROPOSALS Issuance Date: March 27, 2014 Architect-Engineering Design Services Agency: General Services Administration (GSA) Public Buildings Service Office: Region 2; Northeast and Caribbean Region PROJECT: Capital Security Enhancement LOCATION: Ron De Lugo Federal Building and U. S. Courthouse, 5500 Veterans Drive, Charlotte Amalie, St. Thomas, U. S. Virgin Islands NAICS: 541310 - Architectural Services SIZE STANDARD: $7.0 Million RFP RESPONSE DUE DATE: April 25, 2014 BY 3:00 PM Eastern Time. RFP RESPONSE TO: General Services Administration, Acquisition Management Division, 26 Federal Plaza, Room 1639, New York, New York 10278, ATTN: Patricia Wright, Contracting Officer. The General Services Administration (GSA) Design Excellence Program seeks to commission architects and engineers to maintain and modernize our legacy federal buildings for the next 50 - 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian Federal employees. In this context, GSA announces an opportunity for performance of Architect-Engineering Design Services in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal energy targets and security requirements. Project Description: The Ron De Lugo Federal Building and U. S. Courthouse is a three story building constructed in 1975, is approximately 93,000 gross square feet and occupies a prominent harbor site in Charlotte Amalie, St. Thomas, U.S. Virgin Islands. The building is occupied by the United States Virgin Islands District Courts and other government agencies. Architect-Engineering Design services are needed for the Capital Security Enhancement project at the Ron De Lugo Federal Building and U. S. Courthouse located at 5500 Veterans Drive Charlotte Amalie, St. Thomas, United States Virgin Islands which involves design of judges parking garages, U. S. Marshal's vehicle sally port, new elevators, and renovation and reconfiguration of the building's interior layout to separate judges' and U.S Marshal's prisoner circulation from public circulation. This anticipated procurement will also improve site security and incorporate redesign of some electrical and/or mechanical equipment associated with the building re-configuration. The design must comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. Scope of Work: The scope of professional services will require at a minimum: professional architectural, structural engineering, mechanical and electrical engineering, and security design services for concept design documents, design development documents, construction documents, specifications, phased construction plan services, and computer aided design and drafting (CADD). The project is to include content to comply with the GSA Design Standards, U.S. Courts Design Guide, U.S. Marshals Requirements and Specifications for Special Purpose and Support Space Manual, conformance to the GSA P-100 (Facility Standards for Public Buildings), conformance to federal statutes and regulations to include waste reduction, use of recovered materials, energy conservation, the Buy American Act, and the Competition in Contracting Act. The selected A-E firm will be required to perform all necessary building survey work for this project, such as verifying existing conditions, prepare drawings and specifications in sufficient detail such that qualified construction firms can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A&E and Contractors to allow for regular tracking of schedules and work by the GSA. All work must be designed within a specified construction budget limit, within the range of $10,000,000 - $20,000,000. Progressive design phases are as follows: Pre-Design Survey/Concepts Phase, Final Concept Phase, Design Development Phase, Construction Documents Phase (consisting of: 50% Construction Documents Submission, 95% Construction Documents Submission, 100% Construction Documents Submission, and Final Construction Documents Submission). Additional optional work included in the scope is services for: Design Concept Partnering Session, Construction Procurement Phase, Construction Delivery Phase, and Closeout Phase. Selection Process: This is a Request for Technical Proposals (RFP) from A/E Firms. The A/E Firm as used in this RFP means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The procurement will be evaluated using the Brooks Act. This acquisition is set aside for small businesses. The NAICS code for this procurement is 541310, and the size standard is $7 million. Interested firms having the capabilities to perform this work must respond and submit a signed original and seven (7) copies of: a statement of interest, a one-page cover letter referencing the FBO announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Parts I and II in hardcopy and electronic format; any supporting data responding to the technical evaluation factors of this RFP and responses to the submission requirements and evaluation criteria below. A digital copy of the complete technical proposal/SF 330 shall also be submitted on a CD ROM. All hardcopy documentation will be in an 8 ½" x 11" format with an 11 point Times New Roman Font. All SF 330's must be current reflecting a date not more than one year from the date of this notice. All responsive offers will be evaluated by The Source Selection Evaluation Board (SSEB), consisting of a private section peer and representatives of the client and GSA. After the technical proposals are evaluated and any necessary clarifications are obtained, a competitive range (of the highest technically rated firms) will be established and all offerors outside the competitive range will be notified that their offers have been eliminated from further consideration. Interviews will be conducted with all offerors in the competitive range by the SSEB. The most highly technically qualified A-E firm will be asked to submit a price proposal. Negotiations will be conducted with this A-E firm, if necessary. In the event that GSA is unable, for any reason, to enter into an agreement with the selected A-E firm, GSA reserves the right to terminate discussion with that A-E firm without incurring any liability. GSA will then proceed to negotiate with the next highest ranked A-E Firm. After negotiations, the selected A-E Firm may be asked to submit a best and final offer. An award will be made if mutual agreement on the price is reached. Unsuccessful offerors are notified and upon request, debriefed. In accordance with FAR Subpart 36.6 and GSA Manual 536.6 the government will evaluate firms to determine the most qualified, using the following factors: FACTOR NO. 1: SPECIALIZED EXPERIENCE (25%): For Factor No. 1, in the Standard Form 330 (SF 330) entitled, "Architect-Engineering Qualifications", Part I, the A-E firm shall complete Section ‘F', entitled, "Example Projects Which Best Illustrate Team's Qualifications For This Contract", with projects that best illustrates the proposed team's experience. The A-E firm will submit three (3) separate projects, completed within the past six (6) years. The A-E firm will submit projects that meet the following criteria: a) At least one (1) project shall be a major renovation, tenant fit-out, alteration, or addition to an occupied building. Project should include sustainable strategies. b) At least one (1) project shall involve a Government institutional building, private institutional building, or commercial office building. Project should include sustainable strategies. c) At least one (1) project shall be located in the USVI, Puerto Rico, or countries listed in the Caribbean Basin Initiative. (see: http://www.ustr.gov/trade-topics/trade-development/preference-programs/caribbean-basin-initiative-cbi ) Each of the projects shall have a minimum construction cost of $7,500,000. NOTES: 1. Projects that will not be considered for this Factor are: (a) industrial facilities, (b) retail stores, (c) warehouses, (d) residential projects, or (e) transportation projects. 2. A project for this factor will be defined as: (a) a stand-alone project, (b) one task of an IDIQ contract or (c) one phase of a multi-phase project. The description of each project shall consist of: a narrative describing the design approach with salient features for each project and discuss how the client's program, function, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution; address the relevance of submitted projects to this project; and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative floor plan, a building section and a minimum of two photographs must be included for each project. Narrative shall be a maximum of two single sided 8 ½" x 11" pages per project, not including the floor plans, sections, photographs, or tangible evidence. The A-E firm, submitting the project, shall include tangible evidence to substantiate information in their narrative such as: certificates, awards, commendations, peer recognition, etc., demonstrating design excellence. FACTOR NO. 2: PROFESSIONAL QUALIFICATIONS (20%): For Factor No. 2, in the SF 330, Part I, the A-E firm shall complete Sections ‘C' entitled, "Proposed Team" and ‘E' entitled, "Resumes of Key Personnel Proposed For This Contract" and submit the following: A narrative (maximum of one single-sided 8 ½' x 11' page per each key Team Lead Member) describing the education, qualifications, professional registrations and certifications, and professional experience of the following "key" A-E Firm and/or Team Lead Personnel: Key Team Lead Personnel: a) Project Executive or Project Manager b) Lead Architectural Designer c) Lead MEP Engineer Describe and provide examples of the project experience of proposed key Team Lead Personnel in delivering A-E services comparable to the services contemplated for these contracts. Include any awards, commendations, or peer recognition for lead Architectural and/or MEP designers. A maximum of three pages and three projects per key Team Lead Personnel may be submitted. Key Team Members : The evaluation will consider qualifications, relevant project experience and longevity with the firm of key management and technical personnel. Technical Personnel must possess the education, qualifications and project experience that will provide the best opportunity for the successful completion of this contract. A-E Team shall include personnel with professional qualifications in the following disciplines: (a) licensed architects; (b) licensed structural/blast engineers; (c) licensed mechanical engineers; (d) licensed electrical engineers; (e) licensed fire protection engineers; (f) lighting consultant; g) security consultant; (h) elevator consultant; (i) hazardous material consultant; and (j) green/sustainable building consultant. For Key Team Members (a) thru (j) above shall have a minimum of a Bachelor's Degree and ten (10) years of experience in each respective field, and have a US State/national or equivalent license. FACTOR NO. 3: PAST PERFORMANCE (20%) For Factor No. 3, the A-E Firm shall be required to submit a Past Performance Questionnaire for each of the projects submitted under Factor No. 1. Each Offeror will be required to submit one (1) completed Past Performance Questionnaire, prepared by the Owner/Owner Representative, for each project submitted under Factor No. 1. The Past Performance Questionnaire provides instructions for the completion and submission of this form. The information submitted under Factor No. 1 and the Past Performance Questionnaires shall be used to evaluate past performance. The Past Performance on government contracts or other private industry contracts must demonstrate quality of work, cost control, compliance with performance schedules, reputation for reasonable and cooperative behavior, and business-like concern for the interest of the customer. Provide a current client reference contact for each of the three (3) projects submitted under Factor No. 1. Provide for each project, name and telephone number of the owner/owner representative. FACTOR NO. 4: DESIGN PHILOSOPHY (15%); For Factor No. 4, in the SF 330, the A-E firm shall provide in Section ‘H' entitled, "Additional Information", a narrative that describes: In the Lead Designer's words, (maximum of one single sided page, 8 ½" x 11", with a minimum 11 point Times New Roman font) state the parameters he/she will apply to the challenges of: designing this limited scope project; meeting federal standards and codes; addressing sustainable design goals of construction waste management, energy efficiency, and environmental responsibility; managing work in occupied buildings; and integrating new design into existing systems and infrastructure. FACTOR NO. 5: CAPACITY TO ACCOMPLISH THE WORK (15%) For Factor No. 5, in the SF 330, Part I, the A-E Firm shall complete Section D entitled, "Organization Chart of Proposed Team". This evaluation criteria is intended to demonstrate the A-E Team's approach to this project. At a minimum, the A-E firm must provide: a) A Management Plan, for dealing with issues of (1) quality control, (2) budget, and (3) schedule control. b) An Organization chart: All roles, responsibilities and lines of communication are defined, clear and efficient. c) A narrative description of your team's expected contract level of effort to accomplish the work of this contract. d) A narrative description of your team's capabilities and techniques to accomplish the work of this contract. The combined narrative descriptions shall not exceed two (2) single sided, 8-1/2" x 11" pages with a minimum 11 point Times New Roman font. Interview discussions will be incorporated into score. The narrative must identifies the proposed team members and their key roles and responsibilities, lines of communication, and the means to integrate client and community input; explain quality and cost control plans; provide the physical location of major design and production work; describe the coordination plan for consultant work; and outline the work to be produced in remote offices. Interview discussions will be incorporated into the score. FACTOR NO. 6: GEOGRAPHIC LOCATION (5%) For Factor No. 6, the A-E Firm shall demonstrate that at a minimum 35% of contract fees for this project will be performed in the State of Florida, United States Virgin Islands, or Commonwealth of Puerto Rico. The A-E Firm shall submit a maximum of a one 8 ½" x 11" page narrative using an 11 point Times New Roman Font explaining where all proposed architectural and sub-consultant entities for this project are located. Refer to Factor No. 2 for team members. In order to select the most highly qualified firm, the Government reserves the right to interview or ask firms to submit supplemental responses. PRE-PROPOSAL CONFERENCE AND SITE VISIT : Date, time and exact location will be issued in a notification posted in the Federal Business Opportunity Website ( http://www.fbo.gov ). Contract will be procured under The Brooks Act and FAR Part 36. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process. Paragraph 9, entitled "Document List/Reference Materials" will be made available to the contractor upon written request to the Contracting Officer.
